About The Role
Lead coordination. Strengthen collective action. Help shape a more effective humanitarian response across Kordofan. CARE is seeking an experienced, strategic, and highly collaborative ABC Coordinator, Kordofans to provide leadership and oversight of Area-Based Coordination (ABC) platforms across South, North, and West Kordofan . This is a unique opportunity to play a pivotal role in strengthening how humanitarian actors work together in one of the world’s most complex and rapidly evolving humanitarian contexts. You will bring together INGOs, NNGOs, UN agencies, private sector actors, local responders, and other stakeholders to strengthen joint analysis, service mapping, prioritization, and coordinated response. This role is open to both international and national applicants. About CARE in Sudan CARE has been operating in Sudan since 1979, delivering humanitarian and development programming focused on women and girls’ empowerment, gender justice, humanitarian action, and resilience building . Today, CARE has more than 280 staff across 12 offices and remains committed to delivering impactful, accountable, and locally informed programming in some of Sudan’s most challenging environments. CARE is a member of the Collective Sudan Consortium (CCS) , a collaborative platform of international and national NGOs working to strengthen multi-sectoral humanitarian programming, coordination, and collective impact across Sudan. Building on the rollout of Area-Based Coordination in Darfur, CCS is expanding the model into Kordofan. The ABC approach provides a field-driven, neutral, and inclusive coordination mechanism that enables humanitarian actors to jointly assess needs, identify gaps, map services, prioritise response, and improve operational alignment—particularly in hard-to-reach and conflict-affected areas. The Opportunity As ABC Coordinator, Kordofans , you will provide strategic leadership across the Kordofan ABC platforms, ensuring consistency and coherence across the three states while strengthening the connection between field-level coordination and national humanitarian architecture. You will lead regional coordination processes, consolidate and quality-assure state-level analysis and service mapping, support ABC State Leads, and ensure effective interoperability with national mechanisms including the A-ICCG, clusters, INGO Forum, and the SI-led Emergency Response Mechanism (ERM) . Importantly, this is a facilitative coordination and leadership role—not an implementation or operational oversight position . Your influence will come through your ability to convene diverse stakeholders, build consensus, generate actionable analysis, and enable humanitarian actors to work together more effectively. What You Will Do Lead Strategic Coordination Provide strategic leadership and oversight of ABC platforms across South, North, and West Kordofan. Facilitate regional coordination and support State Leads to deliver effective state-level platforms. Strengthen alignment between ABC mechanisms and national coordination structures, including clusters, A-ICCG, and the INGO Forum. Support joint, multi-sectoral planning across areas such as MPCA, FSL, WASH, Health, Protection, and Livelihoods. Identify cross-state response gaps and facilitate coordinated solutions. Strengthen Information & Decision-Making Consolidate and quality-assure state-level service mapping, gap analysis, and prioritisation outputs. Strengthen links between field-level data and national information management systems. Standardise tools and approaches for service mapping, referral tracking, prioritisation, and coordination. Ensure information generated through ABC platforms informs broader humanitarian planning and decision-making. Lead and Develop State-Level Teams Line manage ABC State Leads across the three Kordofan states. Provide coaching, technical guidance, mentoring, and capacity strengthening. Promote consistency in coordination approaches, tools, standards, and outputs. Support State Leads to navigate coordination challenges and operational bottlenecks. Navigate Access, Security & Stakeholder Engagement Work closely with the INGO Forum on access constraints, advocacy priorities, and humanitarian operating challenges. Engage with INSO and integrate security analysis into coordination processes. Maintain strong relationships with local authorities, communities, humanitarian actors, and other stakeholders. Represent ABC in relevant regional and national coordination forums. Engage private sector actors, including Chambers of Commerce and market actors, to strengthen market-based programming. Drive Learning & Adaptation Capture lessons from ABC implementation across Kordofan and translate them into improved approaches. Facilitate learning and exchange between Kordofan and other ABC contexts, including Darfur. Lead or support after-action reviews and continuous improvement of coordination mechanisms.
