Job Summary
The Policy Advocacy & Strategic Partnerships Manager will coordinate TechnoServe’s contribution to GV4G Output 3 on enabling environment, which is led by Agência do Vale do Zambeze. The role will support the effective implementation of policy advocacy, public-private dialogue, institutional engagement and strategic partnership activities under this output, ensuring that they are well coordinated with GV4G’s broader work on soy, cashew, coffee, green investment, EUDR readiness, traceability, finance and market systems development.
The position will work closely with Agência do Vale do Zambeze as the Output 3 lead, supporting government engagement, reform coordination and institutional follow-up where required. The role will also coordinate with Nitidae, consultants, sector associations, private sector actors, financial institutions, development partners and GV4G technical teams to ensure that evidence, reform priorities and stakeholder engagement are translated into practical programme actions.
The role is not expected to serve as the sole technical expert on policy reform. Its primary focus is to manage partnerships, coordinate processes, facilitate dialogue, support quality delivery by partners and consultants, and ensure that enabling environment activities are connected to programme implementation and investment outcomes.
Program Overview
GV4G is a five-year EU Global Gateway initiative supporting Mozambique to build a greener, more competitive, and climate-resilient agribusiness sector. The program focuses on transforming the soy, cashew, and coffee value chains in Central and Northern Mozambique through private-sector–led investment, regenerative agriculture, agroforestry, expanded local processing, and stronger market systems. By 2031, GV4G aims to mobilize approximately €26.8 million in public and private investment and benefit more than 44,000 farmers, enterprises, and commercial farm businesses while strengthening compliance with EU market requirements.
Using a market systems-based approach, GV4G integrates landscape restoration, value chain upgrading, enterprise development, and policy reform to create sustainable and inclusive economic growth. The programme strengthens production systems through climate-smart practices and digital tools, expands access to finance and business development services for small- to medium-sized enterprises (SMEs)—particularly those led by women and youth—and improves the enabling environment for green investment and trade. GV4G is executed by a consortium and the Embassy of the Kingdom of the Netherlands (EKN) serves as the EU’s delegated implementing partner for this Action.
Primary Functions & Responsibilities
Coordinate TechnoServe’s contribution to GV4G Output 3, under the leadership of Agência do Vale do Zambeze, with a focus on private sector advocacy, partnerships and evidence-based dialogue.
Build and strengthen the advocacy capacity of sector associations and private sector platforms, including AICAJU, AMOCAFÉ, IAOM, CTA and related organisations.
Translate lessons from successful models, into practical options for public-private dialogue, sector development and investment mobilisation.
Bring external knowledge, case studies and tested approaches into the design of advocacy strategies, sector association strengthening, financing solutions and enabling environment actions.
Work with consultants, research partners and GV4G technical teams to assess which models are relevant, feasible and adaptable to Mozambique’s soy, cashew and coffee value chains.
Organize private sector input by identifying practical constraints faced by enterprises, investors, processors, buyers, SMEs and farmer-facing businesses in the soy, cashew and coffee value chains.
Translate findings from investment studies, enterprise development, value chain work, EUDR readiness, traceability and market access activities into clear policy issues, advocacy priorities and action plans.
Coordinate studies, policy briefs, investment climate notes, sector position papers, stakeholder maps and advocacy materials.
Manage consultants, research partners and service providers supporting policy analysis, investment studies, private sector consultations and institutional strengthening.
Coordinate public-private dialogue platforms involving government, private sector associations, financial institutions, research organisations, development partners and EU stakeholders.
Support Agência do Vale do Zambeze by ensuring that private sector evidence, investment constraints and enterprise-level bottlenecks are documented and brought into reform discussions.
Build and maintain strategic relationships with business associations, chambers of commerce, DFIs, financial institutions, buyers, processors, investors, development partners, ministries and provincial authorities.
Facilitate consultations, CEO forums, technical working groups, investor roundtables and corridor-level policy discussions.
Work closely with GV4G value chain, enterprise development, finance, digital and business support teams to identify recurring business constraints and convert them into practical advocacy actions.
Represent TechnoServe and the consortium in private sector platforms, donor engagements, technical meetings and sector events, in coordination with Agência do Vale do Zambeze and consortium partners.
Track advocacy actions, stakeholder commitments, reform follow-up points and learning from private sector engagement processes.
Contribute to adaptive management, learning and programme reporting.
Basic Qualifications
Bachelor's Degree + 7 years experience, Master's Degree + 5 years experience in Public Policy, Economics, International Development, Agribusiness, Law, Political Science, or related field required. Master’s degree preferred.
Should also havel experience in policy advocacy, stakeholder engagement, private sector development, agribusiness, or donor-funded programmes.
Demonstrated experience working with private sector actors, business associations, government institutions, development partners or financial institutions in Mozambique.
Experience managing studies, consultants, partnerships or technical service providers.
Strong understanding of agricultural policy, trade policy, investment climate reform, and public-private dialogue.
Strong understanding of private sector constraints, investment barriers, value chain development and the role of policy and regulation in enabling business growth.
Experience working on donor-funded programmes, preferably EU, Netherlands, USAID, or DFI-supported initiatives.
Excellent oral, written and interpersonal communication skills in Portuguese and English.
Required Languages

Travel
Up to 35%.
Preferred Knowledge, Skills and Abilities
Familiarity with public-private dialogue, investment climate reform, trade facilitation, sector association strengthening, EUDR readiness, traceability systems, sustainability standards or climate-smart agriculture.
Existing relationships with Mozambican government agencies, business associations, chambers of commerce, DFIs, financial institutions, investors, buyers or development partners.
Ability to translate enterprise, investor and value chain constraints into clear advocacy priorities, policy asks and action plans.
Strong strategic thinking and stakeholder management skills.
Experience facilitating high-level stakeholder engagement and evidence-based policy processes.
Excellent facilitation, negotiation, and communication abilities.
Ability to manage complex partnerships and politically sensitive processes.
Strong analytical and writing skills.
Ability to work independently and within multidisciplinary teams.
