We Build What Matters.
Felix Construction Company is expanding in Texas and seeking a Preconstruction Manager / Estimator to lead preconstruction phase of our growing portfolio of CMAR and Design-Build water/wastewater projects. It is a technical role that includes constructability and quality control reviews. This role also involves extensive client interaction and requires strong relationship building skills. This role blends technical estimating with relationship-driven business development and project planning. Our projects vary in size and scope and are located throughout the Dallas metropolitan area ($250k - $50 M). Typically requires 8+ years of experience in the water/wastewater construction industry and a bachelor’s degree in construction management, engineering, or equivalent.
Once hired, this person may spend 1-2 months at Felix Construction headquarters in Phoenix, AZ for onboarding and training.
What You'll Be Doing
Lead Preconstruction Efforts
- Assist in the development of Statements of Qualifications (SOQs) and Alternative Project Delivery Method (APDM) pursuits
- Provide constructability and biddability reviews throughout the design phase
- Develop and manage risk registries, procurement plans, and preconstruction schedules
- Coordinate and track all preconstruction deliverables to ensure timely progress
- Facilitate team building and conflict resolution with internal and external stakeholders
- Develop and review quality control plans, construction management plans, and other client-required preconstruction documents
- Coordinate permitting processes and participate in public outreach or informational meetings as needed
Estimate Project Costs
- Lead the preparation of detailed cost estimates for water/wastewater treatment plants, pipelines, and related infrastructure
- Perform quantity takeoffs for structural concrete, site civil, piping systems, and mechanical equipment
- Take ownership of estimating CSI Divisions 4–10 and lead internal estimate reviews
- Communicate with engineers, owners, and consultants to clarify scope, materials, and schedule requirements
- Prepare final estimate assemblies and bid recaps, support project turnover and change order pricing
- Maintain and utilize historical cost data to improve estimate accuracy
Client & Industry Engagement
- Conduct subcontractor and vendor outreach to support project participation
- Build and maintain relationships with owners, engineers, and industry partners
- Represent Felix in interviews and presentations as needed during the pursuit phase
Collaboration & Reporting
- Report directly to the Texas Division Leader
- Collaborate closely with project managers, engineers, and field teams to ensure alignment from preconstruction through execution
Who You Are
- 8+ years of experience in heavy civil or industrial construction, with a focus on estimating, construction, or preconstruction; water/wastewater experience highly required
- Bachelor’s degree in construction management, engineering, or a related field
- Strong understanding of construction principles, including excavation, concrete, steel erection, and equipment installation
- Ability to interpret drawings and specifications, including piping plans, isometric drawings, and P&IDs
- Proficient in estimating software (Heavy Bid or ProEst preferred) and project scheduling tools (Microsoft Project)
- Advanced skills in Excel, Adobe/Bluebeam, and Microsoft Office
- Strong math and analytical skills with attention to detail
- Demonstrated ability to collaborate, communicate effectively, and contribute to team goals
- Proactive, accountable, and persistent in overcoming challenges
- Creative problem-solver who brings new ideas and follows through on commitments
- Must have the legal right to work in the U.S. without sponsorship
