About The Role

At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit <https://www.worldbank.org/en/who-we-are/ibrd> The World Bank, through its Social Policy (previously Social Protection and Labor) team, has been supporting the Government of Burkina Faso for over decades in implementing activities aimed at reducing poverty and promoting opportunities for people. The results achieved are very encouraging, while the challenges related to poverty reduction and the promotion of shared prosperity remain. The government has requested the World Bank support for a new social protection project “Economic Opportunities for Resilience”, capitalizing on lessons learned from past interventions (Burkina Faso Safety Net Project). This project, called E4R (PARPS in French), aims at supporting advancing national social protection strategy and a new flagship program (PAMPV), which serves as a reference for all stakeholders involved in social protection. Specifically, the objective of the project is to increase economic opportunities for poor and vulnerable households and to strengthen the adaptive social protection system. The description of the project is also provided below. In parallel to the lending project, Burkina is a part of programmatic regional Analytical and Advisory Service (ASA), “Sahel Adaptive Social Protection Program” (SASPP). SASAP has been supporting governments in building strong, adaptive social protection (ASP) systems that reach the poorest and respond to evolving needs, and various analytical and technical assistance work have been carried out to inform the strengthening and improvement of national systems. The ETC will be a core member of the Burkina Faso Social Protection Task Team, supporting day-to-day operational presence as well as contributing to ASA tasks in Burkina Faso. During 2027, to support priority of the Burkina SP portfolio, the ETC will help take the project through effectiveness and the first phase of implementation, and will work daily with the PIU, the Ministry of Family and Solidarity and other counterparts. The Economic Opportunities for Resilience Project (E4R; P511652 is an Investment Project Financing operation approved by the Board on June 15, 2026. The Ministry of Family and Solidarity (MFS) is the implementing agency. The total envelope is US120 million, made up of US100 million from IDA and US$20 million from the Sahel Adaptive Social Protection Program (SASPP). Closing is planned for June 30, 2031. The project builds on the previous Safety Net Project (P124015) and supports the national social protection strategy and its new flagship program, the PAMPV. Its development objective is to increase access to economic opportunities for poor and vulnerable households and to strengthen the adaptive social protection system. It has four components: • Socioeconomic empowerment support for poor and vulnerable households • Strengthening the adaptive social protection information system • Institutional capacity building and learning • Project coordination and management The project will be rolled out gradually across the 17 regions of Burkina Faso, depending on the security situation and the roll-out of the Unique Social Registry (RSU). Activities include the construction of storage facilities and the rehabilitation of regional and provincial offices of the Ministry. The project also includes small-scale income-generating activities that will be financed through calls for proposals. The project is in the pre-effectiveness phase, with effectiveness due by November 11, 2026. Key outstanding conditions include establishing the PIU, recruiting core staff, and finalizing implementation and fiduciary arrangements. The preparation grant (P182102) supports these activities. Objective of the Assignment To provide hands-on operational support to the E4R Task Team and the PIU so that the project reaches effectiveness, starts implementation quickly, and delivers its results. The ETC will do this by tracking implementation progress, ensuring that operational, fiduciary, safeguards and results requirements are met on time.
