Technical Lead (Charging & Mediation)
Telia Lietuva AB · Vilnius, Lithuania
About The Role
We’re looking for a Technical Lead (Charging & Mediation) to join us at Telia Lithuania.
Want to take the next step in your engineering leadership journey and make a real impact where IT meets the network? I'm Saulius Stepanauskas, and I'm looking for a curious, hands-on technologist ready to leave a lasting mark. Join our Charging & Mediation team in Technology, where your technical leadership will shape the systems behind every call, data session and payment on our network – and together, let's make better happen!
What you’ll do:
Provide technical leadership for our Charging & Mediation domain – the backend IT systems that sit right next to the mobile network and turn network usage into rated, charged and billed services. Our team owns online and offline charging, mediation and the payment gateway for data, voice, SMS and VoLTE services across all access technologies – from 2G/3G and 4G/LTE to 5G Non-Standalone and 5G Standalone. You'll work closely with engineers, core network specialists, vendors and product owners to evolve our architecture, improve reliability and simplify complexity.
We're looking for someone with deep hands-on experience in the telco environment – someone who understands how mobile networks evolved from 2G to 5G Standalone and what each generation means for charging, mediation and other IT backend systems.
Your key areas of responsibility include:
- Own and evolve the technical architecture of our charging, mediation and payment gateway platforms.
- Lead the integration between IT and network domains – charging interfaces (Diameter Gy/Ro/Rf, 5G CHF/Nchf), CDR/EDR flows and network element integrations.
- Drive the 5G Standalone and service-based architecture (SBA) roadmap on the IT side, while keeping legacy 2G/3G/4G services stable until their decommissioning.
- Lead architectural decisions and long-term platform evolution, including vendor platform upgrades and cloud-native modernization.
- Act as the senior technical escalation point for the most complex production, performance and revenue-impacting incidents.
- Improve reliability, observability, security and revenue assurance of real-time, business-critical systems.
- Be the technical counterpart to vendors and partners – evaluate solutions, review designs and hold suppliers to high technical standards.
- Partner with engineers to reduce technical debt, simplify existing systems and grow the team's technical competence.
- Work with Product Owners and the Engineering Manager to balance technical sustainability with business delivery.
What will help you thrive in this role:
An experienced telco IT engineer or architect with a passion for building and evolving large-scale, real-time backend systems.
Key qualifications include:
- 5+ years of experience building, integrating or operating telco BSS/OSS systems – ideally in charging (OCS/CCS/CHF), mediation, rating or billing.
- Solid understanding of mobile network architecture from 2G to 5G SA (CS core, GPRS/EPC, IMS, 5GC) and how it affects IT backend systems.
- Hands-on knowledge of 3GPP charging principles and protocols – Diameter (Gy, Ro, Rf), CAMEL, CDR formats and 5G Nchf (HTTP/2-based SBA) interfaces.
- Strong understanding of distributed systems, high availability, concurrency, performance and observability in real-time, high-throughput environments.
- Experience evolving large systems through incremental modernization rather than large rewrites, including vendor-delivered platforms.
- Sound technical solution evaluation and the ability to make pragmatic technical trade-offs.
- Experience influencing technical direction across teams, vendors and stakeholders.
- Passion for simple, maintainable solutions and for helping others grow.
- Experience using AI-assisted development and operations tools effectively while maintaining high engineering standards.
- Fluent English; Lithuanian is an advantage.
Nice to have:
- Experience with payment gateway / carrier billing solutions, or with VoLTE/VoNR and IMS service charging.
- Experience with cloud-native and container platforms (Kubernetes, OpenShift), CI/CD and infrastructure-as-code.
- Working knowledge of Linux, SQL, scripting (Python, Bash) and messaging/streaming platforms (e.g. Kafka).
