The EEX GP focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies and to ensure universal access to modern energy services; and on strengthening policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance. The Bank is engaged in all aspects of the electricity sector — generation, transmission, distribution, rural electrification and off-grid — through development policy financing, program for results, investment financing support, technical assistance and guarantee operations. The Africa energy sector grouping consists of four units across two regions: (a) Eastern and Southern Africa and (b) West and Central Africa. This position is based in Paris, France. Paris is home to major bilateral and multilateral development partners, impact investors, energy access companies and energy policy institutions. These include AFD, Proparco, the IEA and the OECD, among others. Their mandates intersect directly with Mission 300. The selected candidate will deepen these partnerships, mobilize private capital and represent the Bank in Paris-based fora. The candidate will remain fully engaged in the operational work of the Eastern and Southern Africa energy team. Duties and Accountabilities: The Eastern and Southern Africa unit seeks an Extended Term Consultant (ETC) to join the Energy Team. The ETC will support the design and implementation of World Bank energy initiatives in Madagascar, Malawi and the wider AFE region through regional and national ASCENT projects. This work advances Mission 300 objectives. The ETC will help oversee energy operations, with the aim of improving quality and accelerating implementation. The ETC will also contribute to policy dialogue with governments, development partners and other stakeholders. This includes support for ongoing sector reforms and the Mission 300 energy compacts. From Paris, the ETC will link country operations with France-based partners, investors and companies. The responsibilities of the selected candidate will include: • Contribute to sector strategy, policy reform and high-level government dialogue. Support implementation of Mission 300 energy compacts in Madagascar, Malawi and other AFE countries. • Support the design, preparation and implementation of World Bank–financed energy projects. Oversee specific components, monitor progress and resolve implementation challenges. • Lead or contribute to studies, sector assessments and policy notes with evidence-based recommendations. Prepare project documents and reports, join missions and capture lessons learned. • Provide technical support on public funding mechanisms for energy access. Examples include end-user subsidies, results-based financing, credit lines and technical assistance. • Strengthen off-grid and distributed renewable energy (DRE) programs, including off-grid solar, mini-grids and clean cooking. Support their design, implementation and evaluation. • Build and manage Paris-based partnerships with key stakeholders including AFD, Proparco, and others. Engage UN partners where relevant, for example on energy access in displacement settings. • Engage impact investors, fund managers and energy access companies in France, Switzerland and beyond to mobilize private capital for Mission 300. Examples include Bamboo Capital Partners and responsibility Investments. Explore blended finance and carbon finance opportunities.
