Consultant for Development and Piloting of a Methodology to Assess Return, Readmission and Reintegration Systems in North Africa

This consultancy supports the IOM Migrant Protection, Return and Reintegration Programme in North Africa (MPRR-NA) by developing and piloting a standardized methodology for assessing return and reintegration systems across North African countries. The consultant will design research tools, guidelines, quality assurance mechanisms, and training materials; pilot the methodology in one country; provide technical guidance and validation support for additional country profiles; and deliver a final institutional framework and training package that can be replicated by IOM globally. The assignment requires strong expertise in migration, return and reintegration programming, stakeholder coordination, comparative research, and policy operationalization, with a focus on ensuring methodological consistency, evidence-based analysis, and practical applicability across the region.
