Regulatory Compliance Requirements

  • Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR.
  • Requires a positive Controlled Goods assessment as personnel will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program.
  • Required to obtain and maintain a Security Clearance at the NATO Secret Level.

Position Summary
We have a current vacancy for a Proposals Engineering Delivery Manager (EDM) who is responsible and accountable for the estimating of the assigned work package, how it feeds into the business and all associated governance aspects in order to ensure successful project execution. The role will demand an individual with highly developed communication and influencing skills. Additionally, technical depth and domain experience will be required to ensure Thales delivers the project to the schedule, cost and quality requirements and to the satisfaction of the customer. The ability to lead and motivate an integrated technical team will be key to the success and execution of the work.
For this position, the EDM will work with the growth team to put together all the estimates and proposals for new business. The range of projects is vast and will require someone with strong engineering and project management fundamentals.
Key Areas of Responsibility

  • Provide overall leadership, direction, and technical guidance to a cross-disciplinary project team.
  • Plan, organize, and control staff and resources to achieve project goals within delegated authority.
  • Develop, integrate, and manage the project and engineering Work Breakdown Structures (WBS/OBS) in alignment with project plans.
  • Establish project governance, using Thales methodologies and best practices throughout the lifecycle.
  • Create and maintain a detailed technical project schedules, ensuring achievement of milestones and performance objectives.
  • Oversee technical program deliverables, ensuring solutions meet requirements and secure customer acceptance.
  • Monitor and control project schedule, scope, and technical performance against approved baselines.
  • Implement predictive monitoring and robust risk/opportunity management to ensure timely delivery and compliance.
  • Promote a safe working environment and ensure activities meet legal and company standards.
  • Foster collaboration and maintain effective relationships with the PM, PDA and other internal stakeholders.
  • Embed continuous improvement, promote execution excellence, and capture lessons learned across the project.
  • Support team recruitment, resource planning, and contribute to broader company or program objectives as required.

Minimum Qualifications

  • Bachelor’s degree in Engineering or Computer Science
  • 10+ Year of Technical Experience (with 4+ of those Years in Project Management)
  • Experience Using the V-Model to Execute Technical Work
  • 4+ Years estimating technical work within an engineering environment
  • Prior proposal and business development experience, especially
  • Demonstrated experience streamlining estimating process
  • Experience Using the Waterfall/Agile Methodologies within a Project Environment

Preferred Qualifications

  • Experience in defining and/or implementing Business Process Automation (BPA) flows/processes
  • Experience with planning tool such as Jira, Confluence, P6, MS Projects
  • Experience Delivering for both Fixed Firm and Time & Material Contracts
  • Experience Working with In-Service Support Contracts
  • Experience Following, Creating and Updating Workflows/Processes

Special Position Requirements
The reference Total Target Compensation (TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between Total Target Cash (TTC) $140,000 - $170,000 CAD Annual.
