About The Role
Head : Financial Management And Reporting Reporting line : Chief Financial Officer Division : Group Finance Scale Code : 120 ( Peromnes4, Paterson E2) Position ID : 60017682 CLOSING DATE : 27 SEPTEMBER 2026 Main purpose of the role To be the custodianship of the Annual Financial Statements as well as the Monthly and Quarterly Financial Reports and to oversee the operations of the various Finance Divisions. DUTIES AND RESPONSIBILITIES: 1. DEVELOP AND IMPLEMENT STRATEGY Provide support and input in the development and implementation of the SABC financial strategy and as it supported and feeds into the Corporation’s strategy. Develop management systems and strategies to ensure and monitor compliance with the PFMA and all related legislation. Cascade strategy to Departments within Finance. Review and Report on the achievement of business unit’s objectives. Manage the Finance Department strategic business cycle. Manage and ensure compliance and implementation of various strategic plans to guide the corporate plan. Monitor the attainability and sustainability of Divisional performance standards as per objectives. Build and maintain strong, sustainable, respected, and trusted relationships with Business Unit management and all other related stakeholders. Ensure a customer focused ethos is paramount in all service rendered by the Finance Department in the empowerment of its clients 2. BUSINESS OPERATIONAL EFFICIENCY Develop, prepare and maintain monthly, quarterly and annual external financial and operating reports for analysis by executive management and other stakeholders. Develop, prepare and maintain documentation supporting the preparation of financial and operating reports for executive management and other stakeholders. Respond to information requests and inquiries from executive management and other stakeholders. Prepare management reports and reports for Board meetings/ Audit committee meetings. Prepare summary financial reports and ad hoc financial analysis. Perform detailed cost analysis, variance analysis and prepare cost control reports. Implement accounting policies. Oversee the implementation of integrated and sustainability reporting. Oversee the operations of the Finance teams in the Business Units of the Corporation, being specifically Technology, Broadcasting and Radio and Regions. 3. FINANCIAL MANAGEMENT Compile, Manage and oversee the utilization of the Unit budget cost effectively. Introduce and implement corrective measures to ensure financial discipline and accountability throughout the corporation. 4. GOVERNANCE, RISK AND COMPLIANCE Monitor and report on the operational risk and compliance profile as related to Finance. Implement internal control measures to ensure a strong internal control environment, good governance and compliance. Oversee the management of Operational risks to protect organisational integrity, create value, prevent financial loss and ensure compliance with applicable policies and legislations. Support, lead and partake in OHSA initiatives and requirements. Review and implement Risk Management Plan in line with organizational Risk Framework Monitor execution of annual internal and external audits and ensuing findings address gaps and ensure execution of mitigation strategies. Drive constant innovation in the engagement of the Finance Department with technology and its transition in a world of rapid change and advancement where it is expected to be a value adding business partner. Support Group Finance in all transversal initiatives, projects or operational deliverables, reporting requirements, Plan and execute cashflow management and forecasting under the guidance of and in consultation with the Treasury Department. Evaluate all business plans in the context of compliance to SABC’s guidelines and policies. 5. STAKEHOLDER MANAGEMENT Champion the business partner relationship constantly seeking out ways of adding further value to the business through collaboration, coaching, education and appreciation of the business priorities. Creating value in each customer interaction and focusing on the total customer experience. Work closely with the AGSA in the course of the External Audit to ensure the successful execution of the Annual Financial Statement Audit and audit outcomes that is an accurate reflection of the financial health and environment of the Corporation. 6. LEADERSHIP AND PEOPLE MANAGEMENT Effective implementation of Performance Management System in accordance with organizational policy and procedures. Ensure adequate staffing for workload, succession planning and effective leadership. Effective briefing and communication with department staff. Career Development Plans (CDP) for all staff members. Provide direction on the retention and attraction of staff. Coach, mentor and develop team members Manage employee relations to ensure conducive and productive working environment. INHERENT/MINIMUM REQUIREMENTS QUALIFICATIONS CA (SA) EXPERIENCE 10 years’ experience in Financial Management and Reporting environment of which 5 years should be on Senior Manager Level. KNOWLEDGE Understanding of Financial Management and Auditing Systems. Understanding of IFRS, IAS, Companies Act, Income Tax Act Advanced knowledge and understanding of compliance and financial risk processes and systems. Strategic thinking and management. Budget management PFMA and relevant national treasury regulations. Relevant industry laws, rules and requirements Business planning Strategic management Management information systems Project management PFMA and relevant treasury regulations Business Acumen Policy and Procedures Procurement management Risk Management Financial management Management and information systems Financial trends and implications Collaborative and adaptive Leadership Analytical and problem solving Understanding of the different stakeholder within the broadcasting Understanding of applicable legislative frameworks and regulations
