Job Description - PMU Lead(Senior Associate) – Rooftop Solar Program (PM Surya Ghar: Muft Bijli Yojana) We are seeking an experienced PMU Lead to lead the State-Level Project Management Unit (PMU) for implementation of the Solar Rooftop Program under PM Surya Ghar: Muft Bijli Yojana (PMSGMBY) . The PMU Lead will be responsible for overall project leadership, stakeholder coordination, program monitoring, reporting, and deployment support across State Government Departments, DISCOMs, State Nodal Agencies, Urban Local Bodies (ULBs), and partner organizations. The role requires strong experience in renewable energy programs, utility sector transformation, stakeholder engagement, project management, and government coordination. The PMU Lead will oversee implementation activities across multiple cities, ensure achievement of program objectives, and provide strategic guidance to deployed PMU resources. Responsibilities: Lead the State PMU and provide strategic direction for implementation of PMSGMBY and the City Accelerator Program. Oversee planning, execution, monitoring, and reporting of project activities across State and City-level PMUs. Ensure timely delivery of project milestones, deliverables, and performance targets. Develop implementation plans, work schedules, monitoring frameworks, and risk mitigation strategies. Support demand aggregation initiatives and rooftop solar adoption across identified cities. Mandatory Skill Sets: Program management and implementation of renewable energy or infrastructure projects. Stakeholder management involving Government Departments, Utilities, DISCOMs, Regulatory Bodies, and Development Partners. Project planning, monitoring, evaluation, and reporting. Preparation of MIS dashboards, status reports, and performance monitoring frameworks. Strong understanding of renewable energy policies, rooftop solar programs, and utility sector operations. Knowledge of public sector project implementation and multi-stakeholder coordination. Risk management, issue resolution, and project governance. Excellent communication, presentation, and leadership skills. Preferred Skill Sets: Experience in PM Surya Ghar Yojana, PM-KUSUM, Solar Rooftop Programs, or similar renewable-energy initiatives. Experience working with DISCOMs, State Nodal Agencies, Urban Local Bodies, or Government Departments. Knowledge of consumer engagement, rooftop solar deployment processes, and vendor ecosystem management. Experience in policy analysis, regulatory coordination, and institutional capacity building. Familiarity with data analytics, dashboarding, and project monitoring tools. Proficiency in Hindi and local regional languages will be preferred. Years of Experience Required: Minimum 8 years of relevant experience. Qualification: A Graduate Engg. degree in IT or CSE or electronics or its equivalent or a Master’s degree in Computer Applications or its equivalent. Strong understanding of utility business processes including metering, billing and collection Experience in handling design/ implementation for solutions like AMI/CRM/Billing/ OMS/ ERP implementation Experience in stakeholder management and cross-functional coordination Experience in application implementation, testing and process optimization Excellent analytical and communication skills
