About The Role

Responsible for intermediate professional work involving the planning, coordination, and administration of various risk management programs, including employee safety, workers’ compensation, and property and casualty claims; the preparation and maintenance of appropriate files and records; the preparation of reports; and related work as apparent or assigned. Work involves assisting in developing policies and goals under the direction of the Human Resources Director.

An employee in this class performs intermediate professional work involving the planning, coordination, and administration of various risk management programs. The work focuses on safety, property, liability, and auto programs, as well as the administration and development of training programs. The employee is expected to exercise initiative and independent judgment in completing tasks. Work is performed under the supervision of the Human Resources Director and is evaluated through observation, conferences, review of records and reports, and feedback from department directors and employees.

ESSENTIAL JOB FUNCTIONS

  • Plans, coordinates, and implements safety programs; ensures compliance with safety regulations; and prepares and maintains records, reports, and files.
  • Conducts research on OSHA, NCDOT, EPA, and risk management practices and regulations to determine which regulations affect the City and its departments.
  • Develop policies and procedures to comply with regulations or limit liability.
  • Audits safety and risk management policies and programs to ensure their effectiveness and communicates safety and risk management trends to the City Manager, department heads, the governing body, safety teams, supervisors, and employees.
  • Serves as the point of contact for OSHA and other workplace safety authorities.
  • Writes, revises, and updates safety policies.
  • Performs inspections of facilities and work areas for compliance with laws, policies, rules, and regulations; documents observed violations; and communicates violations to the supervisor and/or department head.
  • Develops safety initiatives and programs that promote a safe culture and operational efficiency.
  • Manage occupational health issues such as hearing conservation, bloodborne pathogens, hepatitis B, respirator use, and related matters.
  • Administers the workers’ compensation program and communicates as necessary with the insurance company, case managers, employees, and other parties.
  • Maintains and submits required annual reports such as OSHA 300 logs.
  • Administers the controlled substance and alcohol testing program for random and reasonable suspicion testing.
  • Educates all employees on safety through classes, videos, and hands-on trainings.
  • Organizes meetings and serves as chairperson of the Safety Team.
  • Conducts employee orientation for new hires on the controlled substance and alcohol testing program, safety and loss control policies, and hazards associated with their jobs.
  • Works with departments to ensure contractors follow required safety regulations.
  • Works with NCDOL Consultative Services to promote and elevate safety throughout the City.
  • Files and monitors workers’ compensation claims, general liability claims, and property claims. Works closely with case managers and claims representatives to provide information or resolve issues.
  • Prepares and files records and reports required by federal and state agencies.
  • Maintains current listing of City assets including property and vehicles in conjunction with the Finance Department.
  • Evaluates loss and accident data and statistics to determine trends and areas for improvement.
  • Manages citizen complaints and property, liability, and auto claims; follows up until they are closed with the appropriate adjusters, insurance companies, and other parties; reviews certain contracts for proper insurance coverage; and maintains certificates of insurance.
  • Receives partial and final payments from insurance carriers on property claims and delivers them to Finance for deposit; maintains records of payments and receivables.
  • Assists with the budgets for the workers’ compensation program and the safety and risk management division and designates allocations for each department and/or division’s property, auto, liability, and other coverage based on the number of employees, payroll, and coverage needs.
  • Administers property, auto, general liability, and workers’ compensation insurance; investigates all near misses, accidents, and claims made under insurance policies; recommends measures to prevent recurrence; processes all claim forms; prepares and maintains schedules, audits, and insurance proposals; and acts as liaison to insurance vendors, employees, and the public regarding claims and their status.
  • Assists in the coordination, notification, and/or registration of various presentations, vendor meetings, and special employee events.
  • Prepares various correspondence, reports, forms, brochures, flyers, newsletters, and other written materials.
  • Assists employees in the Human Resources Department as needed and answers general human resources questions.
  • Performs other related job duties as assigned.

QUALIFICATIONS

Human Resources Coordinator I - Pay Grade 16 – Education and Experience

Associate’s degree from an accredited college or university with major coursework in risk management, industrial safety, or a related field and three (3) years or less of experience in municipal risk management, occupational safety, or a related field.

Human Resources Coordinator II - Pay Grade 18 – Education and Experience

Bachelor’s degree from an accredited college or university with major coursework in risk management, industrial safety, or a related field and four (4) to seven (7) years of experience in municipal risk management, occupational safety, or a related field. Certification such as the 100-hour Manager of Environmental, Safety, and Health (MESH) credential, an OSHA designation, Certified Safety Professional (CSP), Society for Human Resource Management (SHRM) SCP/CP, Public Sector Human Resources Association (PSHRA) SCP/CP, and/or another relevant certification is preferred.

Human Resources Coordinator III - Pay Grade 20 – Education and Experience

Bachelor’s degree from an accredited college or university with major coursework in risk management, industrial safety, or a related field and eight (8) or more years of experience in municipal risk management, occupational safety, or a related field. One or more of the following certifications are required: the 100-hour Manager of Environmental, Safety, and Health (MESH) credential, an OSHA designation, Certified Safety Professional (CSP), Society for Human Resource Management (SHRM) SCP/CP, Public Sector Human Resources Association (PSHRA) SCP/CP, and/or another relevant certification.

Special Qualifications

  • Possession of a valid driver’s license to operate a motor vehicle is required at the time of hire and as a condition of continued employment.

Knowledge, Skills and Abilities

  • Thorough knowledge of risk management, safety, insurance practices and laws relating to liability and casualty insurance.
  • Thorough knowledge of safety, OSHA, EPA, DOT, NIMS and related state and federal rules and regulations relating to safety practices.
  • Considerable knowledge of office practices and procedures and the correct use of grammar, vocabulary, and spelling.
  • Considerable knowledge of computers and software, including word processing, database management, and spreadsheets.
  • Skill in monitoring and assessing unsafe practices.
  • Skill in the preparation of risk assessments.
  • Skill in problem-solving, conflict resolution, and group facilitation.
  • Skill in motivating, developing, and directing employees.
  • Skill in time management and the use of office equipment and electronic resources.
  • Ability to express ideas clearly and concisely, both orally and in writing.
  • Ability to work independently and to use initiative in managing designated program areas.
  • Ability to inspect work sites and areas, investigate accidents, and prepare objective reports and findings.
  • Ability to review safety standards and make recommendations for improvement and correction.
  • Ability to operate a variety of office equipment to produce complex and technical documents.
  • Ability to establish and maintain effective working relationships with City officials, associates, and the general public.
  • Ability to plan and coordinate periodic and annual employee recognition programs.

PHYSICAL DEMANDS

Work in this class is defined as light, requiring the employee to exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Work requires kneeling, reaching, walking, climbing, fingering, grasping, and feeling. The employee must be able to navigate rough terrain at job sites. Vocal communication is required to express or exchange ideas through the spoken word and to convey detailed or important instructions to others accurately, loudly, or quickly. Hearing is required to perceive information at normal spoken-word levels, receive detailed information through oral communication, and make fine distinctions in sound. Visual acuity is required for depth and color perception; preparing and analyzing written or computer data; using measuring devices; operating motor vehicles or equipment; determining the accuracy and thoroughness of work; and observing general surroundings and activities.

WORK ENVIRONMENT

Work is performed in both indoor and outdoor environmental conditions and is subject to noise.
