About The Role

DescriptionAs part of a start-up environment, the Director of Home Care must be hands-on, highly adaptable, and comfortable building scalable processes, policies, and support systems from the ground up for the corporate office of Express Employment International. The Director is responsible for participating in the creation, as well as leading and supporting the clinical, licensing, regulatory, and operational readiness functions for a growing home care organization. This role provides clinical oversight, ensures compliance with applicable healthcare regulations, and supports the successful opening and launch of new Express Home Care franchise locations.

First 18-Month Start-Up Focus: During the initial 18 months, the Director of Home Care will lead a structured pilot program designed to evaluate the operational, clinical, regulatory, and financial viability of expanding Express Healthcare into home healthcare services beyond home care. This start-up phase will focus on building scalable processes, validating support requirements, and determining the readiness of the model before offering home healthcare expansion opportunities more broadly across the existing Express Healthcare network.

Home Healthcare Expansion Readiness: Guide participating pilot locations through start-up planning, licensing requirements, clinical workflow development, staffing structure, documentation expectations, technology needs, quality assurance standards, and regulatory preparation

Operational Support Model: Develop repeatable tools, checklists, training materials, policy templates, launch timelines, and escalation processes that can be used consistently by future Express Healthcare locations pursuing home care and future healthcare services

Pilot Performance Monitoring: Track pilot location progress against defined milestones, including licensing completion, staffing readiness, patient/client service launch, compliance performance, referral development, operational execution, and financial indicators

Viability Review: Conduct a formal viability review following the pilot phase to assess regulatory complexity, required corporate support, market demand, operator readiness, profitability potential, quality outcomes, and scalability of the home care offering

Express Employment International believes in the value of in-person collaboration to support teamwork, creativity and connection. Employees in this position are expected to work a four (4) day in-office schedule, with the flexibility to work remotely one (1) day each week, based on business and department needs.

RESPONSIBILITIES

Clinical Leadership: Lead clinical standards, patient care expectations, documentation practices and quality assurance across new and exiting franchise locations. Provide guidance on clinical incidents and support owners in establishing appropriate clinical resources

Licensing & Regulatory Compliance: Oversee licensing, regulatory filings, renewals, surveys, audits and compliance readiness across home healthcare locations

Policy & Procedure Development: Develop and maintain clinical and operational policies aligned with federal, state and local healthcare regulations

Franchise Growth & Openings: Guide franchise owners through new office launches and expansion, including licensing, office readiness, clinical workflows, staffing and regulatory preparation

Training & Education: Develop and deliver training for franchise owners, leaders and clinical teams on compliance, clinical standards, documentation and operational best practices

Quality & Continuous Improvements: Establish quality monitoring and review processes that promote consistent service delivery, regulatory compliance and continuous improvement

Cross-functional Leadership: Partner with Operations, Franchise Development, Human Resources, Legal and leadership to support scalable growth, launch readiness and consistent execution across locations. Identify and scale best practices across the healthcare/home care brand

Clinical & Regulatory Expertise: Serve as subject matter expect on clinical, licensing and regulatory matters; providing practical guidance and corrective action support

Scalable Systems & Processes: Build repeatable systems, checklists, templates and workflows that enable efficient franchise launches and ongoing compliance. Evaluate and implement appropriate systems while supporting filed adoption and training

National Certification & Accreditation: Evaluate and lead national certification and accreditation opportunities including Joint Commission and other applicable programs, overseeing eligibility, applications, surveys and certification process

EDUCATION & EXPERIENCE QUALIFICATIONS

  • Healthcare Administration, Public Health, or a related field required; advanced degree preferred
  • Active RN/LPN license with no restrictions
  • Recent experience with Home Health /Home Care operations. Minimum 3 years of experience required
  • Minimum of 5 years of healthcare leadership, clinical operations, compliance, or regulatory experience
  • Experience with healthcare licensing, accreditation, surveys, audits, and state regulatory requirements

KNOWLEDGE, SKILLS, OR ABILITIES

Strong understanding of clinical documentation, patient care standards, quality assurance, and risk management

Experience supporting multi-site operations, franchise models, start-up environments, or rapidly growing healthcare organizations preferred

Ability to interpret regulations and translate them into practical operational processes

Excellent communication, training, problem-solving, and relationship-building skills

Highly organized, detail-oriented, and capable of managing multiple priorities in a fast-paced environment

Experience opening new healthcare staffing locations including on site logistics, support management to operators and project plan creation and implementation though the life cycle of the opening
