About The Role
Purpose of the Role
The Finance Director leads PASHA Financial Holding's (PFH) Finance function, covering accounting, tax, budgeting, treasury, and reporting for the Corporate Center, plus Group-level oversight of accounting, tax, and budgeting policy across the OpCos. The role also owns the Group's external audit process, consolidated financial reporting, and IFRS compliance, ensuring PFH and its OpCos grow safely and in line with Tax Rules and PFH's governance framework.
Strategic Context
The Finance Director works closely with the Deputy CEO / Chief Finance & Risk Officer (CFRO), reporting directly on the Finance function's Corporate Center execution and its Group-level oversight of OpCo policies, budgets, and treasury decisions. The role collaborates with the CFRO on group funding activities, including financing for subsidiaries, dividend policies and forecasts, and participates in discussions regarding acquisition financing and funding allocation across the group.
The Finance Director also develops and implements functional operational and strategic plans in line with PASHA Holding's guidelines and frameworks, ensuring the Finance function supports PFH's overall governance and growth objectives.
Key Responsibilities
Treasury Management
- Direct treasury operations for PFH's Corporate Center, covering treasury policy, liquidity planning, asset-liability management, funding, and dividend coordination.
- Manage FX, interest rate, and counterparty credit risk.
Accounting and Tax
- Direct PFH's accounting function, including month-end/year-end close, statutory reporting, internal tax operations, and the accounting and budgeting systems that support them.
- Own Group-wide tax policy: develop and maintain the Group Tax Policy, approve OpCo-level tax and accounting policies, and drive harmonization of accounting and tax practices across all financial Group entities.
Budgeting
- Lead the budgeting process for PFH's Corporate Center, including budget preparation, consolidation, forecasting, and performance monitoring against key financial metrics.
- Develop and cascade Budgeting Policy from PASHA Holding; approve budgeting policies ahead of OpCo Supervisory Board approval.
External Audit Management
- Coordinate the external audit process across the PFH Group, ensuring effective coordination and compliance, including selection of external auditors.
Performance Tracking and Reporting
- Oversee performance tracking, reporting, and the improvement of management information systems, and issue PFH's consolidated financial reports.
IFRS Knowledge Center
- Establish and maintain a knowledge center for IFRS compliance across PFH and its OpCos.
Strategic Planning
- Develop and implement functional operational and strategic plans, in line with PASHA Holding's guidelines and frameworks.
Key Relationships
Internal
- PFH CFRO, CEO, and CSPO — report directly to the CFRO on Corporate Center execution and Group-level oversight of OpCo policies, budgets, and treasury decisions; collaborate on group funding, dividend policies, and acquisition financing discussions.
- OpCo Supervisory Board — provide advisory opinions on OpCo policies, budgets, treasury decisions, and borrowing requests ahead of submission for final approval.
- OpCo Top Management — collaborate on budgeting, policy alignment, accounting and auditing issues, and financial reporting; provide guidance and review ahead of OpCo Supervisory Board approval, along with financial analyses and support on restructuring and tax alignment.
- Function Heads and Teams — foster collaboration with heads of other functions to manage projects effectively, oversee accounting, and ensure smooth cooperation across departments.
- Finance Department Team — lead the Finance function by overseeing functional management, facilitating day-to-day operational communication, and driving performance management to achieve departmental goals.
External
- Government Authorities — maintain communication to ensure regulatory compliance and facilitate approvals for financial and operational activities.
- Asset Management / Brokerage Firms and Banks — develop relationships for liquidity management, FX operations, debt raising, and IPO projects; collaborate on funding strategies and performance reporting.
- External Auditors — manage the group external audit process, including coordination of audit timelines, negotiation of fees, and resolution of issues arising during the audit.
- Consultancy Firms and Agencies — collaborate on projects and functional consultations, leveraging external expertise to address specific challenges.
- Tax Authorities — manage tax treatments and requests, ensuring compliance and optimizing tax alignment across the group.
Location: Baku, Azerbaijan
Required
- Degree in Finance, Accounting, Business Administration, or a related field.
- Minimum of 10 years of experience in finance.
- At least 7 years in a relevant leadership role, demonstrating strategic oversight and operational excellence in financial management, treasury, accounting, or budgeting, ideally within a group/holding structure overseeing multiple entities.
- Proficient in English.
- Strong proficiency in MS Office and experience with ERP solutions.
- In-depth understanding of financial industry specifics, capital and money market tools.
- Comprehensive knowledge of financial, investment management, and capital/money markets.
- Strong knowledge of IFRS and other applicable financial reporting standards, with the ability to lead IFRS compliance and knowledge-sharing across OpCos.
- Basics of financial modeling.
- Effective communication and teamwork abilities.
- Strong analytical and presentation skills.
- Excellent negotiation and relationship management capabilities.
- Proficient problem-solving skills.
Preferred
- Professional certification (e.g., CFA, CIMA, ACCA).
- Knowledge of Russian.
