Job Overview: The Payroll Manager is responsible for overseeing all aspects of payroll operations across Hong Kong, Macau, and Taiwan. This role ensures payroll is processed accurately and on time while maintaining compliance with local statutory, tax, labor, and regulatory requirements across all jurisdictions.
Responsibilities
- Oversee and manage the end-to-end payroll process to ensure timely and accurate payroll processing for employees across Hong Kong, Macau, and Taiwan. Conduct complex payroll calculations, including statutory deductions, benefits, leave payments, and final settlements.
- Ensure payroll practices comply with applicable employment ordinances, tax regulations, social insurance requirements, and local labor laws in Hong Kong, Macau, and Taiwan. Stay updated on legislative changes and implement necessary process updates to maintain compliance.
- Generate and review payroll reports and metrics for accuracy and completeness.
- Assist in the development, enhancement, and implementation of payroll policies, procedures, and internal controls. Ensure consistent application of policies and resolve payroll discrepancies in a timely manner.
- Collaborate closely with HR, Finance, and other internal stakeholders to ensure payroll data integrity and compliance. Partner with regional teams to address payroll-related regulatory matters, employee inquiries, and system changes.
- Manage and optimize payroll systems and processes to drive efficiency, accuracy, and compliance. Coordinate with IT and relevant stakeholders on system implementations, upgrades, testing, and troubleshooting.
- Address employee payroll inquiries and resolve issues related to compensation, benefits, taxation, and statutory deductions. Provide clear communication regarding payroll policies and payroll-related changes.
- Conduct regular payroll audits and reconciliations to ensure accuracy and compliance. Drive and monitor internal controls to mitigate payroll risks, errors, and fraud.
Qualifications
- Bachelor's degree in Human Resources, Accounting, Finance, Business Administration, or a related discipline.
- Minimum six (6) years of payroll management experience, with regional payroll exposure covering Hong Kong, Macau, and Taiwan preferred.
- Hands-on experience managing Taiwan payroll in-house than its outsourcing is required.
- Strong knowledge of payroll legislation, taxation, labor regulations, and statutory requirements across Hong Kong, Macau, and Taiwan.
- Strong analytical, problem-solving, and stakeholder management skills.
- Proficiency in payroll systems and HRIS platforms such as Workday, ADP, Dayforce, SAP, or similar systems.
- Advanced Excel skills and strong payroll reporting capabilities.
- High attention to detail, accuracy, confidentiality, and commitment to service excellence.
