Blended Finance Facility Specialist – International Consultant

Nature of the consultancy: The required expertise for this assignment is not available within IOM Iraq's existing staffing structure. Therefore, IOM Iraq requires a consultant to provide specialized technical expertise in blended finance structuring, financial sector partnerships, risk-sharing mechanisms, and development finance instruments to support the establishment of the proposed blended finance facility. The consultant will provide technical support to IOM Iraq in the assessment, design, and operationalization of a blended finance facility aimed at improving access to finance for underserved MSMEs and vulnerable entrepreneurs. The consultant will work closely with IOM, the Central Bank of Iraq, participating financial institutions, and other relevant stakeholders to develop sustainable financing mechanisms, strengthen strategic partnerships, and establish the operational, governance, and risk management frameworks required for implementation and future scale-up.
