About The Role
Duties
The Head of Community Relations Unit leads the public engagement and community outreach efforts of the Environment and Ecology Bureau (Environment Branch), formulates and implements the overall strategies for public engagement with a view to supporting the policies related to environmental protection, nature conservation, climate actions etc. His/Her main duties include:-
(a) Formulate, implement and review public engagement strategies to promote public awareness and support of government environmental policies/initiatives;
(b) Manage, oversee and administer funding schemes under Environment and Ecology Bureau (Environment Branch) to support government policies and programmes such as the Environment and Conservation Fund, including drawing up assessment frameworks, monitoring of funded projects, evaluating the outcomes and reviewing the scheme design;
(c) Build up, maintain effective communication/working relationship and collaborate with various stakeholders such as green groups, community/district organisations/groups, educational institutions, business sector, District Councils, relevant government departments etc; and represent the Bureau in related forums, functions and meetings whenever necessary;
(d) Monitor the feedback from stakeholders and offer advice to senior management to review the engagement/publicity strategies and the funding schemes to enhance the understanding and support of government policies/ initiatives; and
(e) Perform any other duties as assigned by the seniors.
Entry Requirements
Applicants should: –
(a) have a bachelor’s degree or post-graduate degree from a university in Hong Kong, or equivalent; preferably majoring in subject relevant to engineering, environmental studies, public administration, public relations, communications or social sciences;
(b) have at least 15 years of full-time post-qualification working experience, of which 10 years at a senior executive/managerial level in the field of publicity communications, public/media relations, online/social media marketing, event management, public administration, or funding/grant schemes management. Experience in public sector or large-scale organisations dealing with environmental protection, nature conservation or sustainable development issues would be an advantage;
(c) have proven track record in planning, leading and implementing large-scale public engagement campaigns and educational promotion programmes, as well as in managing significant funding/grant schemes;
(d) have strong leadership and management capabilities, good communication and interpersonal skills, strategic mind to collaborate effectively with diverse stakeholders;
(e) have good command of written and spoken Chinese (Cantonese) and English. Knowledge of Putonghua would be an advantage; and
(f) have good knowledge and understanding of Hong Kong’s environmental policies, government funding mechanism or business process re-engineering would be an advantage.
Pay
HK$130,255 - HK$139,825 depending on relevant work experience
Terms of Appointment
Successful candidate will be employed on non-civil service contract terms for a period of 12 months. Renewal of contract will be subject to the service need and the performance of the candidate.
