What you’ll be doing

As the HSE Manager, you will lead the development and execution of Cove's safety strategy across all managed properties. You will ensure every Cove property provides a safe, compliant, and comfortable environment for residents, guests, employees, contractors, and partners.

What you’ll be doing

Strategic Safety Development

Design, write, and implement comprehensive HSE Standard Operating Procedures (SOPs) tailored specifically to high-density residential and co-living operations.

Audit & Inspection Lifecycle

Create standardized audit checklists and establish a strict, recurring schedule for every property. Travel daily across Jakarta, Bogor, Depok, Tangerang, and Bekasi to conduct rigorous physical inspections.

Action-Oriented Follow-Up

Track all inspection findings and rigidly enforce corrective actions. Collaborate directly with property managers, frontline staff, and contractors to ensure safety gaps are closed immediately.

Fire Safety & Drills

Manage end-to-end fire readiness, including the strategic placement, expiration tracking, and maintenance of fire extinguishers (APAR) and smoke detectors. Organize and lead routine fire evacuation drills for staff and tenants.

Electrical Hazard Mitigation

Conduct critical audits of electrical panels, wiring, and outlets. Ensure proper grounding installations are fully operational across all properties to prevent short circuits and electrocution risks.

Risk Assessment

Conduct regular risk assessments and job hazard analyses to identify potential hazards and implement appropriate control measures.

Contractor & Fit-Out Management

Oversee third-party vendors during property renovations. Implement and enforce Permit to Work (PTW) systems for high-risk activities like electrical rewiring, plumbing, and working at heights.

Emergency Preparedness

Develop localized Emergency Response Plans (ERP) addressing urban risks such as seasonal flooding or structural fires, and lead root-cause investigations for any safety incidents to prevent recurrence.

Compliance

Ensure compliance with all local, state, and federal health, safety, and environmental regulations, as well as company standards and policies.

Training

Develop and deliver HSE training programs for employees, contractors, and subcontractors. Ensure all personnel are knowledgeable about safety protocols and procedures.

What makes you a great fit

Bachelor's degree in Engineering, Occupational Health & Safety, Facilities Management, or a related field.

Minimum

  • 3–5 years
  • of experience in Safety, HSE, Property, Hospitality, or Facilities Management.
  • Experience managing safety across multiple sites is highly preferred.
  • Strong knowledge of fire safety, building safety, risk assessment, and incident investigation.
  • Familiar with Indonesian safety regulations and compliance requirements.
  • AK3U certification is preferred; Fire Safety or ISO 45001 certification is a plus.
  • Strong communication, leadership, and stakeholder management skills.
  • Fluent in English and Bahasa Indonesia.
  • Willing to travel frequently across Cove properties.
  • Proficiency in Google based system.
