This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior ATIP Specialist based in India.

This is a high-impact contract opportunity focused on managing a large and complex Access to Information request within a government <environment.You> will take ownership of the file from planning and processing through consultations, interim releases, and final disclosure.The role requires a strong understanding of Canadian access-to-information legislation, policies, directives, and current ATIP <practices.You> will coordinate with internal and external stakeholders while ensuring that decisions are properly documented and legally defensible.The position offers an opportunity to apply your expertise to a significant, deadline-driven information management <initiative.You> will also contribute to improving organizational practices by documenting lessons learned from processing high-volume requests.Success in this role requires precision, sound judgment, strong organization, and the ability to manage complex workflows against a fixed deadline.

Accountabilities

  • Develop, maintain, and document a comprehensive project plan with milestones, work objectives, and timelines to ensure delivery by the mandated deadline.
  • Process and complete a large-volume Access to Information request in accordance with the Access to Information Act, applicable policies, directives, and established ATIP practices.
  • Coordinate and document internal and external consultations, including sequential consultations where required, using appropriate communication and processing systems.
  • Engage directly with the requestor when clarification or additional information is required to support the processing of the request.
  • Liaise with the Office of the Information Commissioner as appropriate throughout the processing of the file.
  • Plan and execute periodic interim releases, ensuring that consultations, decisions, timelines, and supporting justifications are properly documented.
  • Apply severance decisions in accordance with the Access to Information Act and relevant jurisprudence, providing appropriate documentation to the ATIP Coordinator.
  • Maintain accurate records and processing documentation throughout the lifecycle of the request.
  • Deliver a completed project plan for review and approval by the Project Authority.
  • Ensure the final release is fully processed, compliant with legislative requirements, and delivered within the established deadline.
  • Produce lessons-learned documentation covering the management of high-volume ATI requests within small institutions.

Requirements

  • Demonstrated knowledge of the Access to Information Act, relevant Treasury Board Secretariat policies and directives, and current ATIP practices.
  • Proven experience processing large-volume and complex Access to Information requests.
  • Experience managing internal and external consultations, including consultations that may need to occur sequentially.
  • Hands-on experience planning and delivering interim releases for complex ATI files.
  • Demonstrated ability to apply severance decisions in accordance with applicable legislation and jurisprudence.
  • Strong project management, organizational, prioritization, and documentation skills, with the ability to manage a substantial file against a fixed deadline.
  • Strong analytical judgment and attention to detail, particularly when assessing records, consultations, exemptions, and disclosure decisions.
  • Excellent written and verbal communication skills for working with requestors, coordinators, government stakeholders, and oversight bodies.
  • Ability to work independently while maintaining clear communication and documentation across multiple stakeholders.
  • English or French language proficiency is essential.
  • Must be eligible to obtain or currently hold a Level II (Secret) security clearance.
