About The Role
HR Administration Officer – EU Space Programme (EUSPA), Prague Onboarding, staff lifecycle administration and HR support Terma is looking for an HR Administration Officer to join our team at the Headquarters of the European Union Agency for the Space Programme (EUSPA) in Prague, Czech Republic. Working inside the customer’s HR team, you will own the newcomer experience from the offer onwards: preparing and verifying the onboarding documentation, running the newcomer helpdesk, presenting the induction session twice a month, managing employment contracts and certificates, and keeping the HR systems, records and digital archives accurate and audit-ready across the whole staff lifecycle. It is a role for a dependable HR administrator who likes a well-run process and who understands that behind every file there is a person waiting for an answer – so a newcomer’s question gets a reply within three working days, every time. You will handle straightforward cases and genuinely complex ones, work with staff, seconded national experts and trainees from across Europe, and see the whole picture of how an EU agency builds its workforce. The position is based on site in Prague and, for reasons of access to the customer’s premises and information, is open to EU citizens only. Planned start: end of 2026. The position will include tasks such as: Onboarding of newcomers Manage the onboarding of new staff members and seconded national experts, including complex individual cases. Process the related correspondence within three business days. Verify the onboarding, relocation and staff-movement documentation for completeness and correctness. Newcomer helpdesk Run the newcomer helpdesk through the shared mailbox and the ticketing tool, and answer questions on entitlements, formalities and next steps. Induction training Prepare and deliver the induction training presentations twice per month, and keep the material up to date. Employment contracts and HR processes Manage employment contracts: preparation, signature, amendments and follow-up. Coordinate the internal HR processes and the HR administrative deliverables with the responsible colleagues. Prepare and maintain the HR compliance documentation. HR systems, records and archives Administer the online HR systems and tools, and keep the data consistent and up to date. Maintain the HR records and digital archives so that any file can be retrieved and stands up to audit. Traineeships and certificates Coordinate the traineeship programme, from selection support through to completion. Manage the school invoices and school certificates, and issue employee certificates on request. Key Qualifications Mandatory requirements EU citizenship – only candidates holding the citizenship of an EU Member State can be considered; an EU work visa or residence permit is not sufficient for this contract. Locally based in Prague or the immediate surroundings, or able to relocate at own initiative before the start of the contract – the work is performed on site at the customer’s premises. At least 1 year of professional experience in services of a similar nature (contractual minimum for this framework contract). English at CEFR level B2 as a minimum, written and spoken, and demonstrable in your CV – it is the working language of the customer. An up-to-date CV in English, preferably in Europass format, stating your name and surname. Education and experience Post-secondary education in human resources, administration, law or social sciences. At least 3 years of relevant professional experience in HR administration, onboarding, personnel administration, an HR shared service centre or a comparable HR support role. Hands-on experience of end-to-end onboarding, including the verification of entitlement documentation, is a strong asset for this position. Familiarity with the EU Staff Regulations and the Conditions of Employment of Other Servants (CEOS) is a strong asset. Experience with an HR information system – Sysper, Allegro, SAP HR, Workday or comparable – is a strong asset. Experience in delivering induction sessions or presentations to groups of new joiners is an advantage. Experience in coordinating a traineeship or graduate programme is an advantage. Experience gained in an international organisation, EU institution or agency, or in a multinational company is an advantage. Skills and competencies Very good command of MS 365, in particular Excel for HR tracking files and reporting. Familiarity with a ticketing tool and with a document management system is an asset – full training on the customer’s tools is provided. High level of accuracy in personnel files, contracts and certificates: an HR document is a legal document. Excellent sense of organisation: able to run a high case load with a committed response time while the recurring induction and reporting cycles continue. Sound understanding of administrative rules and the ability to explain an entitlement clearly, patiently and accurately. Absolute discretion and integrity in handling personal, family and salary data, in line with data protection rules. Strong service orientation and genuine empathy – you are often a newcomer’s first real contact with the agency. Confident presentation skills in front of a group of new joiners. Proactive and self-directed: you follow each case through to closure and flag what needs a decision. Team player, comfortable in a multicultural environment; an interest in space and the EU space programme is a plus. Knowledge of Czech or another EU language is an asset, but not a requirement.
