About The Role
Duties
The Senior Treasury Accountant is mainly deployed to
(a) provide support and advice from financial perspectives for the administration of the Research, Academic and Industry Sectors One-plus Scheme and the Frontier Technology Research Support Scheme, including reviewing and advising on funding agreements between the Government and universities and providing financial advice on the Schemes (including making funding adjustments); developing and updating operation manuals, funding guidelines and Notes to Auditors, templates for financial and accounting reports; reviewing progress reports, change requests, financial and audited reports submitted by universities; providing advice on the corporate governance; monitoring the financial position of the funding; and assessing the financial performance of approved projects against key performance indicators;
(b) provide financial and accounting advice in relation to universities' innovation and technology start-up ecosystem, as well as vetting of claims for various Innovation and Technology-related funding support provided to universities; and
(c) perform any other duties as assigned by senior officers.
Entry Requirements
Candidates should –
(a) have a bachelor's degree from a Hong Kong university, or equivalent [see Notes (1) and (2)];
(b) be Certified Public Accountants of the Hong Kong Institute of Certified Public Accountants, or equivalent [see Note (1)];
(c) have at least eight years of relevant full-time working experience in accounting and auditing after obtaining the qualification mentioned in (b) above, five years of which should be in position with supervisory responsibilities. Experience in government or quasi-government bodies, especially funding schemes administration would be an advantage [see Note (3)];
(d) have a good command of spoken and written Chinese and English, with Level 3 or above in both Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Notes (2) and (4)];
(e) have strong analytical, negotiation and presentation skills; and
(f) have good work ethic, strong commitment to excellence, high self-motivation and ability to work proactively on individual and with various internal and external parties.
Pay
HK$103,810 per month
Terms of Appointment
Successful candidate will be appointed on non-civil service contract terms normally for one year. Renewal of contract will be subject to the service need and the performance of the appointee.
