[About the role]

Enterprise Singapore is seeking a Senior Product Manager to lead the strategy, roadmap and continuous evolution of the Enterprise Singapore Incentive Management System (ESIMS).ESIMS is an enterprise platform supporting the administration and management of EnterpriseSG's incentive schemes, encompassing Grants, Tax Incentives and Loans. The platform enables end-to-end management of scheme applications, assessments, approvals, disbursements, claims, monitoring and reporting.

As the Product Manager for ESIMS, you will be responsible for defining the product vision, driving product outcomes and ensuring that the platform continues to meet evolving business, policy and operational needs. You will work closely with business divisions, scheme owners, designer and engineering team, and senior management to deliver a trusted, secure and user-centric platform.

[What you will be working on]

Product Strategy and Vision

• Define and drive the product vision, strategy and roadmap for ESIMS.
• Ensure product priorities are aligned with EnterpriseSG's strategic objectives and evolving business needs across grants, tax incentives and loans.
• Identify opportunities to improve user experience, operational efficiency and service delivery through digital transformation.
• Balance business priorities, regulatory requirements, operational needs and platform sustainability.

Product Ownership and Roadmap Management

• Own and manage the ESIMS product backlog, ensuring prioritisation is driven by business value and desired outcomes.
• Lead product discovery, requirements prioritisation and roadmap planning.
• Translate business needs into clear product outcomes and capabilities.
• Continuously assess product performance and adjust roadmap priorities to maximise value delivery.

Partner with Engineering and Delivery Teams

• Work closely with application developers, solution architects, business analysts and technology partners to deliver high-quality product outcomes.
• Ensure business requirements are translated into scalable, secure and maintainable solutions.
• Balance feature delivery with technical sustainability, platform stability and operational resilience.
• Champion product development practices and continuous improvement.

Stakeholder Management

• Partner scheme owners, operations teams and senior stakeholders to understand business priorities and emerging needs.
• Build consensus across business, policy, operations, finance, audit and technology stakeholders.
• Communicate product vision, roadmap priorities and delivery outcomes to senior management and governance forums.
• Manage competing stakeholder demands while maintaining focus on strategic outcomes.

Governance, Risk and Compliance

• Ensure ESIMS remains secure, reliable and compliant with Government ICT policies and EnterpriseSG governance requirements.
• Support audit reviews, risk assessments and compliance initiatives.
• Drive continuous improvements in governance, controls and operational processes.
• Ensure the platform remains fit-for-purpose and supports EnterpriseSG's accountability requirements.

Product Performance and Value Realisation

• Define and monitor product success measures and key performance indicators.
• Drive adoption and effective utilisation of platform capabilities.
• Track achievement of business outcomes and operational benefits.
• Use user feedback and operational insights to continuously improve the product.
