Position Overview
The
Senior Bid & Proposal Engineer
leads and coordinates the preparation and submission of international technical and commercial proposals for
Airport
,
Aviation
,
Data Centre
,
Mission Critical
, and
Smart Infrastructure Master Systems Integration (MSI)
projects. The role manages multi-discipline inputs from operations, ensuring the complete bid lifecycle from opportunity qualification through tender submission and handover is executed to the highest quality standards within contractually agreed timeframes.
Key Responsibilities
Review RFQs, RFPs, ITTs and contract documents and define bid strategy.
Prepare compliance matrices, clarifications, assumptions, exclusions and risk registers.
Coordinate engineering inputs across MSI, ICT, OT, ELV, BMS, SCADA, cybersecurity, networking, control rooms, BIM and digital engineering.
Develop technical proposals including methodology, execution plans, organization charts, schedules, resource plans, testing and commissioning strategies, interface management plans and quality plans.
Prepare commercial proposal inputs including engineering manhours, resource histograms, pricing schedules, cost build ups, milestone plans and subcontractor comparisons.
Maintain proposal templates, project references, CV library, lessons learned and bid knowledge database.
Manage bid schedules, internal reviews, client clarifications and final submissions.
Support client presentations, negotiations and post tender activities.
Required Qualifications
- Bachelor's degree in Electrical, Electronic, ICT, Systems or Mechanical Engineering
- Minimum five years' experience in technical and commercial proposal preparation
- Experience in Airport, Aviation, Data Centre or Mission Critical projects preferred
- Excellent technical writing skills in English
Advanced Microsoft Word, Excel and PowerPoint
Preferred Qualifications
- Knowledge of Visio, Bluebeam and FIDIC is an advantage
- Project management and planning experience
- Use of P6 or MS project as planning tools
- A good foundation in using repositories and AI to evaluate and prepare bid documents
