Job Overview
The HSE Lead will be responsible for leading and managing Health, Safety and Environmental (HSE) performance across Avanceon Fueling Solutions' nationwide operations, ensuring compliance with applicable legal requirements, client HSE standards, and company policies.
The role will oversee HSE management for installation, commissioning, preventive maintenance, corrective maintenance, calibration, inspection, and field service activities associated with fuel retail infrastructure and automation systems across multiple locations. The HSE Lead will work closely with operations, engineering, subcontractors, and client representatives to ensure safe execution of work while promoting a strong safety culture.
Key Responsibilities
HSE Leadership
- Lead the implementation of HSE Management Systems across all field operations.
- Promote a proactive safety culture through coaching, engagement, and visible leadership.
- Provide technical HSE support to project managers, engineers, supervisors, and technicians.
- Ensure consistent implementation of corporate HSE objectives across all operating regions.
Operational HSE Management
Provide HSE oversight for activities including
- Automatic Tank Gauge (ATG) installation and commissioning
- Fuel station maintenance and service activities
- Electrical and instrumentation works
- Fuel dispensing system maintenance
- Underground tank and piping works
- Calibration and testing activities
- Preventive and corrective maintenance
- Civil works associated with fuel system modifications
- Contractor-managed maintenance activities
Risk Management
- Review and approve Job Safety Analysis (JSA), Job Hazard Analysis (JHA), Risk Assessments, and Method Statements.
- Ensure implementation of Permit to Work (PTW) requirements.

Site Compliance
- Conduct routine HSE inspections across nationwide operational sites.
- Perform planned and unannounced field audits.
- Ensure compliance with client HSE procedures and contractual requirements.
- Monitor corrective action closure and continuous improvement initiatives.
Contractor Management
- Evaluate contractor HSE competency.
- Conduct contractor HSE inductions.
- Monitor contractor compliance during execution.
- Participate in contractor performance evaluations.
Incident Management
- Lead incident, near miss and unsafe condition investigations.
- Conduct Root Cause Analysis.
- Ensure effective implementation of corrective and preventive actions.
- Share lessons learned across all operational teams.
Training & Competency
- Deliver HSE induction programs.
- Conduct toolbox talks and safety campaigns.
- Develop annual HSE training plans.
- Monitor competency requirements for field personnel.
Emergency Preparedness
- Develop emergency response procedures.
- Coordinate emergency drills.
- Support operational teams during emergencies.
- Liaise with emergency response agencies where required.
Environmental Management
- Ensure compliance with environmental regulations.
- Monitor hazardous waste handling and disposal.
- Promote spill prevention and pollution control.
- Support sustainability and environmental initiatives.
Client Interface
- Act as the primary HSE focal point during client meetings, audits, inspections, and HSE reviews.
- Prepare HSE performance reports and dashboards.
- Support business development by demonstrating strong HSE governance and operational excellence.

Mandatory
Bachelor's Degree in
Mechanical Engineering
Electrical Engineering
Chemical Engineering
Industrial Engineering
Environmental Sciences
or equivalent engineering discipline
Experience
Minimum
- 5 years of HSE experience within the Oil & Gas industry.
- Demonstrated experience supporting
- multi-site field operations

- Experience in installation, commissioning, maintenance, or servicing of fuel retail, terminal, pipeline, or petroleum facilities.
- Experience managing HSE performance for geographically dispersed field teams.
