About The Role
At the World Bank, a member of the World Bank Group (WBG), you’ll join a diverse, global community working across cultures, disciplines, and borders to address the world’s most pressing development challenges. With 1.2 billion young people reaching working age in the decade ahead, the challenge of job creation has never been greater. Through partnerships across 145 countries and more than 182 offices worldwide, we work with governments, private sector, development partners and other stakeholders to invest in people, strengthen markets, and deliver scalable, data-driven solutions that generate more and better jobs and improve lives. For more information, visit <https://www.worldbank.org/en/who-we-are/ibrd> Education and skills development are central to achieving the World Bank Group’s (WBG) twin goals. They improve employment prospects and earnings, helping people escape poverty. By enabling more and better jobs, education and skills also raise productivity and support economic growth. Although many low- and middle-income countries (LMICs) have expanded access to education, learning and skills outcomes remain persistently weak. Over the next decade, an estimated 1.2 billion young people in LMICs will enter the labor market, yet roughly two-thirds are expected to do so without adequate foundational literacy, numeracy, and transferable skills. Nearly 3 billion working-age adults lack lower-secondary education and the job-relevant competencies needed in economies increasingly shaped by digitalization and the green transition. Firms consistently identify skills shortages as a major constraint to productivity and growth. The WBG’s Education and Skills Strategy (2025) and its 2026 Implementation Plan (SkillUp) identify four core challenges: low school readiness, widespread learning poverty, persistent skills gaps, and weak transitions from training to work. In response, the strategy sets out four pillars and six implementation solutions spanning early childhood development, primary and secondary education, job-relevant skills, lifelong learning, and skills-to-jobs matching. As a core element of the strategy, the Data and Measurement workstream—which includes EduAnalytics—supports a shift toward a more comprehensive, systems-based approach to education reform and service delivery. This approach strengthens accountability and results by expanding the evidence base on education and skills, identifying where systems perform well, where they fall short, and which solutions are most effective. Through high-quality analytics, curated data, and practical tools, EduAnalytics helps WBG teams and client countries improve education and skills outcomes. The EduAnalytics work program is structured around three pillars—data, tools, and analytics—with capacity building and innovation as cross cutting priorities. The Extended Term Consultant (ETC) will work full time with the EduAnalytics team to support delivery of the FY27 work program (see Appendix 1). The ETC will lead data management, tool development, and analytical work related to the Global Learning Assessment Database (GLAD), Learning Poverty (LP), and other education data. The ETC will also contribute to work on Learning-Adjusted Years of Schooling (LAYS), WBG education portfolio analytics, Corporate Scorecard indicators (CSCs), and the Policy and Governance Review (PGR). The ETC will be a core team member and is expected to work flexibly across assignments, with a primary focus on the following tasks: •Produce high quality, timely analytics, particularly on Learning Poverty, learning assessments, Corporate Scorecard indicators, and other education data. •Strengthen the reproducibility and scalability of analytics using existing tools and workflows (e.g., GitHub), while proposing and developing improvements to meet evolving business needs. •Maintain and expand data harmonization for education statistics and WBG portfolio results, incorporate new datasets and variables, and produce related analyses. •Develop and maintain visualizations, dashboards, tables, tools, and graphs in response to management and operational requests. •Contribute to the preparation of selected briefs, blogs, reports, and analytical papers. •Collaborate closely with EduAnalytics team members on data management, quality assurance, analytical outputs, briefs, technical notes, and papers. •Perform other tasks as required to support the team’s work program. The selected candidate will be mapped to the Education and Skills Global Unit (WKHE1) and will report to Elizabeth Ninan Dulvy, Manager, WKHE1. The candidate will work closely under the supervision of Dilip Parajuli, Senior Economist, WKHE1, who coordinates the EduAnalytics workstream.
