Job Description:
Overview:
The Public Relations Director is responsible for directing and managing the public relations and stakeholder communication process for the construction and operation of the project. This position provides leadership and oversight for public information, stakeholder engagement, community outreach, media and digital communications, public meetings, inquiry management, public education materials, communication planning, database maintenance, documentation, and coordination with project leadership, owners, agencies, civic groups, business groups, community members, corridor constituents, facility users, and other stakeholders. The Public Relations Director helps ensure project information is communicated accurately, professionally, consistently, and timely in alignment with project requirements, company standards, and Ferrovial expectations.
Responsibilities and Duties:
Public Relations Strategy and Stakeholder Communication

  • Direct and manage the process of keeping the general public and key stakeholders informed of the construction and operation of the project.
  • Develop, implement, and oversee public relations strategies, communication plans, stakeholder outreach efforts, and public information processes.
  • Provide leadership and direction for project messaging, construction updates, public notices, stakeholder communications, and community engagement activities.
  • Coordinate with project leadership, owners, agencies, construction teams, and other stakeholders to ensure public information is accurate, timely, and aligned with project needs.
  • Promote professional, transparent, and consistent communication with the public, corridor constituents, facility users, civic groups, business groups, and other interested parties.

Public Information, Media, and Digital Communications

  • Oversee the gathering, review, and distribution of construction updates, project timelines, traffic impacts, milestone information, and other public-facing project information.
  • Direct communication through applicable channels such as Highway Condition Reports, website postings, social media updates, notices, newsletters, presentations, and other communication materials.
  • Review public-facing materials for accuracy, clarity, alignment, and consistency with approved messaging and project requirements.
  • Support coordination of media inquiries, public information requests, communication updates, and project announcements as assigned.
  • Identify opportunities to improve public communications, digital content, outreach tools, and stakeholder awareness.

Public Meetings, Community Outreach, and Education

  • Organize, facilitate, and oversee public meetings, community education presentations, town halls, forums, civic group presentations, business group presentations, and related outreach events.
  • Develop or direct development of community education presentations, outreach materials, project updates, talking points, and supporting communication content.
  • Coordinate outreach event logistics, presentation materials, attendance information, stakeholder follow-up, and meeting documentation.
  • Help increase the public’s and key stakeholders’ knowledge of the project, its current status, construction impacts, and operational updates.
  • Represent the project professionally in public-facing settings and support productive engagement with community members and stakeholder groups.

Inquiry Management, Documentation, and Database Oversight

  • Oversee processes for receiving, logging, tracking, responding to, and forwarding comments, questions, and concerns from the general public and stakeholders.
  • Ensure public inquiries are routed to appropriate project staff and that timely follow-up is completed.
  • Direct maintenance and updating of databases for key stakeholders, corridor constituents, facility users, public contacts, and related communication records.
  • Coordinate archiving of public relations data, communication records, and public inquiry documentation with applicable Document Control personnel.
  • Help ensure public relations records, communication logs, stakeholder databases, outreach materials, and supporting documentation are accurate, organized, complete, and accessible to authorized personnel.

Leadership, Team Support, and Continuous Improvement

  • Lead, mentor, and support public relations staff, coordinators, administrators, consultants, and team members involved in stakeholder communication and public outreach.
  • Partner with project staff, supervisors, Document Control, construction teams, leadership, agencies, and other internal and external stakeholders to support public information needs.
  • Prepare, review, and provide public relations reports, communication updates, stakeholder summaries, meeting materials, and executive-level updates as needed.
  • Identify opportunities to improve stakeholder communication, public inquiry tracking, outreach coordination, documentation, customer service, and public relations workflows.
  • Demonstrate strong leadership, communication, organization, public speaking, professionalism, attention to detail, judgment, accountability, integrity, teamwork, and commitment to high standards.
  • Other unlisted duties will be assigned.

Qualifications:

  • Bachelor’s degree in Journalism, Communications, Public Relations, Marketing, Business Administration, or related field preferred.
  • Minimum of seven (7) years of progressive experience in public relations, communications, public affairs, stakeholder engagement, community outreach, or related roles preferred.
  • Experience in transportation, construction, infrastructure, public policy, government affairs, community relations, or major public-facing project environments preferred.
  • Strong knowledge of public affairs principles, stakeholder communication practices, community outreach methods, media coordination, website/content management, social media, and public meeting support.
  • Proficient in Microsoft Office Suite, including Word, Excel, Outlook, Teams, and SharePoint; experience with stakeholder databases, communication tracking tools, or content management systems preferred.
  • Proven leadership, written and verbal communication, public speaking, organization, customer service, attention to detail, professionalism, judgment, integrity, and ability to coordinate effectively with internal and external stakeholders.
