Job Summary
Reporting to the Director of Resource Strategy, the Resource Strategy Analyst supports El Paso Electric's (EPE) resource planning, resource procurement, and regulatory strategy. This position performs technical, economic, financial, and reliability analyses to evaluate conventional generation, renewable resources, energy storage, and other resource alternatives. Responsibilities may include capacity expansion and production cost modeling, resource adequacy analysis, request for proposal (RFP) evaluations, regulatory support, and development of EPE’s long-term Loads and Resources Plan (L&R). The level of independence, technical complexity, project ownership, and leadership increases progressively by job level.
Job Responsibilities

Analysis and Optimization: Conduct short- and long-term technical, economic, statistical, and quantitative analyses to support EPE’s resource planning and resource procurement. Apply analytical and modeling tools to evaluate conventional generation, renewable resources, energy storage, and other resource alternatives and support cost-effective portfolio decisions. Develop proficiency in resource planning and production cost modeling software, including tools such as PROMOD, Aurora, Strategist, PLEXOS, or similar platforms.

Innovation and Process Improvement: Engage in the research and adoption of advanced planning methodologies and technologies to enhance strategic decision-making. Focus on refining analytical processes and enhancing spreadsheets or other tools to improve planning analysis. Ensure continuous learning and adaptation by staying abreast of the latest industry practices, regulatory changes, and technological advancements.

Strategic Planning and Financial Analysis: Develop EPE’s 20-year Loads and Resource Plan, integrating financial budgets for future resource additions. Collaborate with Finance to support financial reporting and analysis updates.

Resource Sourcing and Evaluation: Support and manage competitive RFP processes for new resources, including technical, economic, and financial evaluation of resource proposals and alternatives Support commercial evaluation and contract negotiations for selected resource proposals.

Communication and Regulatory Support: Develop and support internal and external communications related to resource planning, procurement, and regulatory matters, including regulatory filings, compliance reports, data request responses, and testimony. Prepare and present analyses, study results, and recommendations to company personnel, including senior management and officers, and provide technical guidance and training to less experienced employees.

Compliance and General Duties: Ensure adherence to applicable company policies, procedures, codes of ethics, governmental laws, regulations, and applicable reliability and regulatory requirements. Coordinate with other utilities, regulatory agencies, industry organizations, and external stakeholders, and represent EPE in WECC and other relevant industry working groups. Perform other related tasks as necessary.

Education
Education: Bachelor degree in Engineering, Economics, Finance, Business, Data Science, Computer Science, Statistics, Mathematics, or another quantitative, analytical, or related field.
Experience: 0-5 or more years of relevant experience required; level will be determined based on total years of experience.

Knowledge of, or ability to develop proficiency in, financial modeling, portfolio analysis, forecasting, scenario and sensitivity analysis, and other quantitative methods used to support long-term resource decisions.

Communication: Strong verbal and written communication skills, including the ability to clearly communicate complex technical and analytical information through reports, presentations, regulatory materials, dashboards, and other work products to both technical and non-technical audiences.
