Position Summary
The STOBG East Regional Mission Critical Safety Program Manager is a shared-services resource who supports Business Unit Safety Directors and project teams across the Eastern United States. The position provides specialized mission critical safety knowledge, client-requirement support, common tools, and regional coordination to help each business unit safely deliver data center projects while retaining control of its projects, personnel, and safety performance.
Working collaboratively with Business Unit Safety Directors, operations leaders, project executives, preconstruction teams, commissioning professionals, clients, and site safety personnel, the position helps interpret owner requirements and translate them into practical project safety plans, procedures, training, and implementation resources. The role promotes consistency where it adds value while recognizing differences in client expectations, project conditions, local requirements, and business unit operations.
This position does not replace or assume the authority of the Business Unit Safety Directors. Business Unit Safety Directors remain responsible for project safety staffing, approval and implementation of site-specific safety plans, project-level safety decisions, incident response, and safety performance within their respective business units. The Regional Mission Critical Safety Program Manager works through and in partnership with the Business Unit Safety Directors, providing technical guidance, program support, and regional alignment.

Promote reasonable consistency across the regional mission critical portfolio without removing business unit ownership or flexibility.

Help project teams interpret and incorporate client requirements into site-specific safety plans and field processes.

Develop practical templates, playbooks, training, and planning tools that business units can adapt to their projects.

Facilitate lessons learned, knowledge sharing, and continuous improvement across mission critical projects.

Provide support during pursuits, preconstruction, mobilization, major milestones, commissioning, and closeout.

Primary Responsibilities
- Mission Critical Program Support

Collaborate with Business Unit Safety Directors to identify common mission critical safety needs and improvement opportunities.

Develop and maintain recommended regional guidelines, model programs, templates, playbooks, and implementation tools for business unit use.

Maintain a regional library of client requirements, effective practices, lessons learned, and mission critical safety resources.
-
Help align recurring processes and terminology where consistency improves quality, efficiency, or client responsiveness.
-
Encourage practical standardization while recognizing when client, project, regulatory, or business unit differences require a tailored approach.
-
Provide recommendations to the Regional Safety Executive and Business Unit Safety Directors regarding regional program needs and emerging risks.
- Client Requirements and Integration Support

Assist Business Unit Safety Directors and project teams in reviewing and interpreting client safety requirements, contract documents, standards, audit protocols, and project expectations.

Develop client-requirement matrices and other tools that identify obligations, gaps, conflicts, and project-specific needs.
-
Help translate owner requirements into practical site safety plan language, procedures, work-planning expectations, training, and verification tools.
-
Participate in client meetings, interviews, reviews, audits, and workshops when requested by the responsible Business Unit Safety Director or project leadership.

Support project teams in resolving differences between company programs, client standards, local requirements, and field conditions.
-
Capture reusable knowledge from client interactions to support future pursuits and projects.
- Site-Specific Safety Planning Support
-
Develop model structures, templates, and review guidance for mission critical site-specific safety plans.
-
Assist project teams in addressing client requirements, project hazards, construction sequencing, logistics, commissioning, operational interfaces, and high-risk work.
-
Participate in project safety plan reviews at the request of the responsible Business Unit Safety Director.
-
Provide recommendations intended to improve completeness, clarity, practicality, and consistency while preserving business unit approval authority.

Help teams establish processes for updating plans as scope, schedule, systems, client requirements, and site conditions change.
-
Support the development of project-specific solutions when standard resources do not fully address the risk or client expectation.
- Mission Critical Technical Support
Provide technical guidance and develop regional resources for mission critical and operationally sensitive activities, including:

Energized electrical work, electrical safe work practices, and arc-flash exposure.
-
Lockout/Tagout, energy isolation, energization, and controlled system turnover.
-
Commissioning, startup, functional testing, and integrated systems testing.
-
Simultaneous operations and work affecting live or operational data center environments.
-
Temporary power, critical utilities, impairment management, and emergency planning.
-
Cranes, rigging, critical lifts, material handling, excavation, confined space, fall protection, and hot work.
-
Logistics planning, access control, delivery coordination, laydown, housekeeping, and changing site conditions.
- Pursuits, Preconstruction, and Project Startup Support

Assist business development and preconstruction teams with client safety requirements, project risk reviews, staffing considerations, and program commitments.

Participate in proposal development, client interviews, risk reviews, and project transition meetings as requested.

Develop model startup tools identifying recommended plans, training, systems, reviews, client deliverables, and major safety milestones.

Support Business Unit Safety Directors and project teams in establishing implementation priorities before mobilization and high-risk work.

Help identify safety-related resource, schedule, logistics, commissioning, and client-interface risks early in project planning.
- Field Enablement and Professional Development

Develop practical resources that site safety professionals can understand, communicate, implement, and verify.
-
Provide training materials, checklists, decision guides, and planning resources for mission critical project teams.

Support the professional development of safety personnel assigned to mission critical work in coordination with their Business Unit Safety Director.
-
Conduct targeted site visits coordinated with the responsible Business Unit Safety Director to support startup, major milestones, complex activities, or identified needs.
-
Gather feedback from project teams and use it to improve regional resources and guidance.
-
Provide coaching and technical support without assuming direct supervision of business unit or project safety personnel.
- Regional Coordination and Continuous Improvement

Facilitate coordination among Business Unit Safety Directors and mission critical project safety teams.
-
Share effective practices, client feedback, incident lessons, emerging risks, and useful tools across the region.

Maintain visibility of mission critical trends, client expectations, emerging risks, and regional improvement opportunities through regular communication with the Regional Safety Executive and Business Unit Safety Directors.

Analyze common themes in audits, observations, incidents, corrective actions, and client feedback and present recommendations to the Business Unit Safety Directors and Regional Safety Executive.

Support common training, reporting, and performance measures when agreed upon by regional and business unit safety leadership.
-
Assist with periodic reviews of program effectiveness and implementation quality.

Maintain organized, auditable regional resources and support consistent use of approved digital safety management platforms.

Required Qualifications
-
Bachelor’s degree in occupational safety, construction management, engineering, risk management, or a related discipline preferred.
-
Minimum 8 years of progressive construction safety experience, including experience supporting complex projects or multiple locations.
-
Minimum 3 years of experience supporting mission critical, data center, advanced technology, industrial, pharmaceutical, semiconductor, or comparably complex work.

Demonstrated ability to develop practical safety programs, procedures, templates, training, and implementation tools.

Experience reviewing and incorporating client requirements into site-specific safety plans and project processes.
-
Strong understanding of OSHA requirements, construction risk management, high-risk work controls, and contractor safety management.

Strong organization, process-development, communication, facilitation, and program-coordination skills.
-
Ability to build alignment across multiple business units, clients, projects, and geographic locations without relying on direct authority.
-
Ability to travel frequently throughout the Eastern United States and support project needs outside normal business hours when required.

Valid driver’s license.
Preferred Qualifications
-
Master’s degree in occupational safety, construction management, engineering, risk management, or related field.
-
CSP, ASP, CHST, SMS, STSC, or comparable professional safety certification.

Direct experience supporting large-scale data center construction and commissioning.
-
Working knowledge of NFPA 70E, ANSI/ASSP standards, electrical safe work practices, commissioning safety, and operational interface management.

Experience supporting client pursuits, preconstruction reviews, presentations, and project mobilization.
-
Experience with digital safety management, inspections, observations, corrective actions, and performance reporting.

Frequent travel throughout the Eastern United States, based on project portfolio, client needs, major milestones, and requests from Business Unit Safety Directors.

Ability to participate in early-morning, after-hours, or weekend activities when necessary to support critical work, commissioning, incident response, or client commitments.

This position is a regional shared-services partner. It brings mission critical expertise, common resources, and coordination to the region while Business Unit Safety Directors retain authority, accountability, and control over their projects and safety teams.
