About The Role
Key Responsibilities:
Scam Risk Surveillance and Investigation
-
The Bank’s primary contact point for all scam-related matters.

Involve in Anti-Scam Centre (ASC) co-location related activities as required, including working with law enforcement agencies e.g. Singapore Police Force and other member banks to trace funds and effectively save funds for scam victims.

Timely actions on scam-related investigations and correction, including response, investigation, recovery plans.

Assist with scam- related queries or escalation received from business units, compliance units and/or other relevant stakeholders

Responsible for the team’s end-to-end scam risk management process fulfilment, meeting the regulator’s/ authorities’ expectations on the bank’s scam-related initiatives, including reviews, watchlist management, suspicious transaction reporting, etc.
Governance, Process Excellence and Continuous Improvement

Provide recommendations to the management team of Compliance, e.g., Financial Crime and Anti-Scam Surveillance Head, Head of Financial Crime Compliance, Head of Compliance and the Financial Crime Risk Committee (FCRC) in relation to broader national scam initiatives and framework changes.

Continuously improve the operational efficiency and effectiveness of scam risk management processes; alongside prevailing financial crime and general risk management protocols.

Manage scam prevention and detection activities, including client and staff continuous education on scam and fraud, training and awareness, as appropriate.
Analytics, Intelligence and Insight Generation

Determine existing scam trends by analyzing accounts and transaction patterns.

Present scam-related risk analytics reports, as required, in the monthly FCRC.

Ensure satisfactory closure of scam-related issues/ gaps arising from Internal Audits, peer reviews and regulatory reviews for the country.
Other Auxilliary Responsibilities

[External] Keep abreast and maintain a collaborative relationship with regulators, peer industry players, etc., to help detect and mitigate scam-risk exposure.

[Internal] Maintain a current understanding of scams and money laundering issues, including policies, procedures, regulations, industry best practices, criminal typologies and developing trends.

Foster a high-performing team and provide guidance to junior staff.

Participate and assist in transaction surveillance projects.

Support the broader FCC team in other initiatives, including AML case investigation reviews, etc., as required.
Key Requirements:
- Bachelor’s degree or any related disciplines (Finance/ Business/ Accounting) or equivalent professional qualification.
- Professional certifications such as CAMS, ICA, or CFE will be an added advantage.
- Minimally 3-5 years of relevant investigation-related experience (i.e. transaction monitoring) in the retail banking space or fraud investigations.
- Knowledge of Suspicious Transaction Report filing is an added advantage.
- Well versed with data analysis and performing fraud investigation work.
- Extensive hands-on experience, e.g. data extraction, etc., with relevant Information Systems.
- Strong interpersonal and communication skills, including the ability to interact with different stakeholders.
- Proficiency in Microsoft Office applications, particularly Excel.
- Good organisational skills needed to manage a high volume of assigned cases.
- Ability to take ownership of issues / tasks and drive to completion.
- Strong Data Analytics and programming/ scripting skills.
