The Prime Contract Manager is responsible for leading and executing the strategic direction of these functions and developing a robust plan by which these objectives will be achieved. As the Prime Contract Manager, you will lead a team of Contract Administrators, tasked with improving the relationships and continue to add credibility and value to internal and external customers. This position manages the Nevada National Security Site (NNSS) Prime Contract Administration organization and is responsible for overseeing and directing key initiatives within the organization.
Key Responsibilities
Executive Leadership & Strategic Management
- Organization Oversight: Serve as the Manager of the Prime Contract team for MSTS, reporting to the Director of Strategic Enterprise Systems.
- Strategic & Tactical Planning: Establish team direction, long-range schedules, objectives & key results, key performance indicators, and other metrics. Conduct strategic and tactical management planning to align functional capabilities with mission needs, with a focus on driving excellence among the teams.
- Budgetary & Financial Control: Manage the Prime Contracts Management team budget, expense planning, and other financial measures effectively.
- Organizational Health & Performance: Develop, document, implement, and maintain performance standards; establish metrics-driven targets to drive continuous progression in key business metrics. Identify and resolve issues and conflicts between various internal groups and teams.
- Customer Obsession: Collaborate with organizations across MSTS, and our customers at the Nevada Field Office and NNSA. Act as senior level advisor to peers, managers, senior leaders, and customers on issues that affect company performance and business relationships.
- Assist the Director of Strategic Enterprise Systems with other duties and responsibilities as directed.
Team Leadership, Culture & Development
- People Management: Direct, coach, mentor, and motivate staff to assure success in the execution of their duties and foster professional growth across the team.
- Culture & Inclusion: Lead by example with integrity, respect, and trust. Actively drives positive culture change, accountability, and organizational learning through continuous improvement. Create an environment where employees feel safe to raise issues, are empowered to address them, and are supported to resolve them.
- Talent Evaluation: Evaluate the talent and structure of the organization to make proactive operational and staffing changes where needed. Establish clear responsibility and accountability, while carrying out team requirements, using both speed and urgency.
Prime Contract Administration & Technical Execution
- Contract Management: Lead the administration of the NNSS Prime Contract to ensure full company compliance with all requirements.
- Negotiation & Agreements: Act as an expert negotiator to negotiate modifications to the prime contract, execute agreements with strategic partner government agencies, and oversee the timely completion of reports, correspondence, and deliverables to the government customer.
- FAR/DEAR Guidance: Provide sound guidance regarding "Best Practice" methodologies and commercial market standards while maintaining applicable company policies and procedures.
- Cross-Functional Integration: Direct cross-functional teamwork and directly integrate new processes within organizational leadership in a dynamic, proactive manner.
Stakeholder Relations & Risk Management
- Stakeholder Alignment: Collaborate with organizations across the division, MSTS, the Nevada Enterprise, NNSA, and external partner organizations. Act as a key business partner and senior-level advisor on issues affecting company performance and business relationships.
- Risk Management: Proactively anticipate risks and ensure risks inherent in operations are identified, tracked, controlled, or mitigated.
- Conflict Resolution: Identify and resolve complex issues and conflicts within and between various external and cross-functional teams.
- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- Preferred Education/Experience:
- Bachelor's degree in business or a related field, or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- MBA or master’s degree in a supply chain related field.
- Leadership Experience: 3+ years of leadership experience in a Supply Chain Management / Prime Contract Management environment, with demonstrated experience leading diverse teams in high-demand environments.
- Contract Administration: Deep experience in procurement and prime contract administration, with a strong focus on federal government contracting (FAR / DEAR environment).
- FAR Systems Expertise: Expert knowledge of the Federal Acquisition Regulation (FAR) and experience managing or administering procurement systems built around FAR requirements.
- Negotiation Mastery: Expert negotiator with proven experience negotiating, executing, and administering high-value agreements with both federal and commercial entities.
- Communication & Executive Presence: Excellent verbal, written, and interpersonal communication skills with the ability to exercise clarity, directness, and diplomacy when briefing senior managers, executive committees, and large audiences.

- Customer Relationships: Establish and maintain strong and effective customer and partner relations and anticipate change and adjust promptly and effectively.
- Change Leadership: Proven ability to act as a change agent—driving change, modernizing processes, and championing continuous improvement to enhance organizational efficiency and customer satisfaction.
- Decision-Making & Judgment: Sound business judgment with the courage to make informed decisions and manage risks in complex, fast-paced environments where outcomes may carry high stakes. A strong track record of using influence, savvy, leadership, mentorship, and building high trust work environments among teams.
- Systems Proficiency: Experience working with DOORS (Dynamic Object-Oriented Requirements System) or similar requirements management platforms preferred.

- Significant experience managing operations across complex product streams, multiple delivery channels, and diverse customer groups.
- Deep experience in forecast and planning processes within an integrated supply chain model.

- Work schedule for this position will be 4/10's Monday through Thursday (subject to change).
- The primary work location will be at the North Las Vegas Facility (candidates must be willing to relocate if not local, relocation package available).
- Please note that this position is strictly 100% on-site at our designated office location; candidates who are not local must be willing to relocate, and a relocation assistance package is available for this role.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $155,209.60 - $248,331.20
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
