About The Role

The Junior HR Business Partner is directly associated with the Central HR embedded shared services model and provides day-to-day support to the USF Bellini College of AI, Cybersecurity & Computing. Central HR consists of multiple areas of expertise including Talent Acquisition, Benefits, Classification & Compensation; Employee and Labor Relations; Continuous Process Improvement, HRIS, HR Business Partners and Talent and Learning Management. USF Human Resources is embarking on a multi-year transformation focused on a Human Resources strategy that elevates our people so that the University and culture support a competitive workforce advantage in line with our strategic plan.
Opened in 2025 and powered by a University of South Florida record $40 million gift from Arnie and Lauren Bellini, USF’s Bellini College of Artificial Intelligence, Cybersecurity and Computing is the first in Florida, and among the first in the nation, to unify AI, cybersecurity, and computing within a single college. More than 65 faculty members focus on cutting-edge research and educating 3,000+ bachelor’s, master’s, and doctoral students across 15-degree programs in computer science, cybersecurity, AI, information technology, and computer engineering. The college emphasizes industry-relevant education and experiential learning to prepare students for real-world challenges. It also serves as the central hub for AI and cybersecurity research and teaching at USF, collaborating with colleges and units across the university.
The Junior Human Resources Business Partner (HRBP) provides operational and employee-focused HR support across the Bellini College of AI, Cybersecurity & Computing. This role is responsible for managing key people processes throughout the employee lifecycle, supporting payroll activities, maintaining HR compliance, and serving as a primary point of contact for employees and managers on routine HR matters. The Junior HRBP manages high-volume hiring activities, supports domestic and international student employment processes, coordinates payroll-related activities, and helps create a positive employee experience throughout the employment lifecycle.
Provides support to managers and employees on a range of human resources-related matters, ensuring alignment with USF & College policies, goals, and objectives. Processes HR actions related to appointments, recruitments, payroll, time & labor, and other core HR functions.
Participates in College timecard oversight and line manager support as necessary to ensure timely pay for non-exempt employees. Investigate and resolve payroll discrepancies and respond to employee payroll inquiries.
Support all stages of the employee lifecycle, including recruitment, onboarding, employee transfers, promotions, changes in employment status, and offboarding. Process employee transactions accurately and timely within the HRIS. Maintain employee records and ensure data integrity across HR systems.
Support the HR Business Partner II with attendance & leave, faculty hiring, classification & compensation administration, performance management cycle and identify opportunities for process improvements that enhance the employee and manager experience.
Lead, create, and/or support various project initiatives and deliverables within the HR function. Handles basic issues and problems and refers more complex issues to higher-level staff.
Minimum Requirements

  • Associate's degree -OR- equivalent combination of education and experience.
  • Degree equivalency clause: Two years of direct experience for an associate degree.

Minimum of one (1) year of related HR experience -OR- HR Internship experience.
Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.

  • SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
  • A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed:
  • (a) Two years of direct experience for an associate degree;
  • (b) Four years of direct experience for a bachelor’s degree;
  • (c) Six years of direct experience for a master’s degree;
  • (d) Seven years of direct experience for a professional degree; or
  • (e) Nine years of direct experience for a doctoral degree
  • Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
  • Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Preferred Requirements

  • Experience supporting employee lifecycle processes, including preboarding, onboarding, offboarding, job changes, and employee records management.
