General Description and Classification Standards:
The Office of Fleet Services Management Analyst (GE09) will serve as a key knowledge worker, driving and leading critical initiatives for the department. This is a strategic and analytical position responsible for supporting Fleet Services leadership on all operational engagement, technical initiatives, and key projects. The incumbent is responsible for ensuring the detailed completion of all standard work or assigned tasks in an organized, professional fashion. Effective communication is crucial to keep all parties engaged and working towards common goals. Additionally, the role involves organizing, reporting, planning meetings, and providing operational updates accordingly. Clear and concise communication, both orally and in writing, is essential, as well as establishing and maintaining effective working relationships for the benefit of the organization.
Supervision Received:
This position receives guidance regarding the overall mission, short and long-term objectives, scheduling, and unusual priorities. The Analyst is expected to structure their workday to independently accomplish established goals. The role can work independently or as part of a team collaborating on key initiatives and exploring critical technologies to drive operational progress. The direction received is very general and focuses on strategic objectives and is typically collaborative. This is a GE09 level position.
Essential Duties & Responsibilities:

  • Commit to working harmoniously with others in the department and other organizations, ensuring that day-to-day activities are handled effectively.
  • Develop recommendations to streamline processes, improve resource allocation, and leverage technology.
  • Work on cross-functional projects and initiatives using analytical techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
  • Partner with departmental teams to identify and define operational requirements, project scope, and objectives, ensuring that all operational needs are met to drive efficiencies throughout.
  • Organize various initiatives, from simple activities to more complex plans, working closely with management.
  • Accomplish numerous coordinating tasks, such as scheduling and risk management, along with administrative duties like maintaining operational documentation and records.
  • Possess excellent time management and communication skills to collaborate with external and internal teams to deliver results on deadlines.
  • Prepare key reports for management to drive operational efficiency.
  • Manage the vendor dashboard, overseeing team activities related to scheduling, monitoring, and maintaining fleet operations.

Decision Making:

  • Provide input regarding decisions that impact projects and initiatives.
  • Follow standardized procedures and written instructions to accomplish assigned tasks.
  • Apply organizational policies and recommend strategy or policy changes.
  • Provide guidance as required to less experienced staff, interns, temporary employees, etc.

Requirements (Knowledge, Skills & Abilities):

  • Good communication, including writing, speaking, and active listening.
  • High business acumen with management skills, including organization, planning, scheduling, and prioritization.
  • Good problem-solving skills with accuracy and attention to detail.
  • Good team-working skills, with the ability to organize and manage time effectively, demonstrating accountability and dependability.
  • Self-starter and self-motivated with the ability to work independently. Critical thinking skills with effective judgment and decision-making.
  • Working knowledge and understanding of Microsoft O365.
  • Multitasking skills and the ability to work under pressure. Ability to handle deadlines and avoid schedule conflicts.

Minimum Qualifications – Education and Experience:

  • Bachelors Degree in Business Management, Economics, Math, Statistics, Computer Science or related field. (Can Substitute associates degree for extensive experience)
  • Minimum of 2 years of experience.
  • Technologically advanced skills in Microsoft Office Suite (Outlook, Teams, Excel, PPT, Word, Access, etc.), Visio, PowerBI, and SharePoint.

Nice to Have – Noted as a Plus:

  • Bachelor’s or master’s degree in business or a technology-related field. Degrees in other relevant areas are welcomed.
  • Extensive knowledge of Microsoft Office Suite.
  • Extensive knowledge of software systems such as Rubicon, AssetWorks, Maximo, ServiceNow, PowerBI, Hansen, andAccela.

Licensures and Certifications Desired but Not Required:

  • Six Sigma
  • Project Management

Essential Capabilities and Work Environment:
This hybrid work position is considered essential and may occasionally require the incumbent to work outside of normal operating hours, including evenings, weekends, and holidays, as well as during inclement weather or times when the city would otherwise be closed.
