Role Overview
The Sub-Regional Facilities Manager (FM) is responsible for the delivery of integrated facilities management services across a portfolio of client sites located throughout the UK and three locations within the Benelux region. The role ensures consistent delivery of both hard and soft FM services in line with each site’s Scope of Works, contractual obligations, and the client Master Service Agreement (MSA).
The FM will act as a key operational lead, maintaining high standards of service delivery, compliance, financial management, health & safety, and stakeholder engagement. The role also includes direct line management responsibility for on-site and regional JLL employees and oversight of specialist service partners and suppliers.
Key Responsibilities
Service Delivery & Operations
- Lead the day-to-day delivery of integrated facilities management services across multiple sites within the UK and Benelux portfolio.
- Ensure all hard and soft services are delivered in accordance with contractual Scope of Works, KPIs, SLAs, and the client Master Service Agreement.
- Monitor operational performance and drive continuous improvement initiatives to enhance service quality and operational efficiency.
- Manage planned preventative maintenance (PPM) programmes and reactive works to ensure operational continuity and compliance.
- Oversee vendor and subcontractor performance, ensuring service excellence and contractual compliance.
- Support mobilisation, transition, and project activities where required.
Client & Stakeholder Management
- Develop and maintain strong working relationships with client stakeholders across regional locations.
- Act as the primary escalation point for operational issues and ensure timely resolution.
- Conduct regular service reviews, site inspections, and performance meetings with stakeholders.
- Provide clear and accurate reporting on operational performance, compliance, risks, and service improvements.
Financial Management
- Manage operational budgets across the portfolio, ensuring financial performance aligns with targets.
- Support budget preparation, forecasting, accruals, and financial reporting activities.
- Monitor supplier costs and identify opportunities for cost savings and operational efficiencies.
- Ensure accurate purchase order management and invoice approval processes.
Health, Safety & Compliance
- Promote a strong health, safety, security, and compliance culture across all locations.
- Ensure all sites operate in full compliance with relevant UK and local Benelux regulations, JLL policies, and client requirements.
- Manage risk assessments, audits, incident reporting, and corrective actions.
- Support business continuity planning and emergency response procedures.
People Management
- Provide direct line management, leadership, coaching, and development for JLL site-based teams.
- Drive employee engagement, performance management, and talent development initiatives.
- Foster a collaborative and customer-focused team culture.
- Ensure appropriate staffing structures and resource planning are maintained across the portfolio.
Key Skills & Competencies
- Strong knowledge of integrated facilities management, including both hard and soft services.
- Excellent stakeholder and client relationship management skills.
- Strong commercial and financial acumen.
- Sound understanding of health & safety legislation and compliance requirements.
- Experience managing multiple sites within a regional or sub-regional portfolio.
- Strong leadership and people management capability.
- Excellent organisational, communication, and problem-solving skills.
- Ability to work independently and manage competing priorities in a fast-paced environment.
- Proficient in Microsoft Office applications and FM/CAFM systems.
Qualifications & Experience
- Proven experience in a Facilities Management role within a multi-site corporate environment.
- Experience managing both hard and soft FM services.
- Previous responsibility for financial management and budget control.
- Experience managing suppliers, contractors, and service partners.
- Demonstrated experience in client-facing and stakeholder management roles.
- IOSH Managing Safely or NEBOSH qualification preferred.
- Membership of BIFM/IWFM or equivalent professional body desirable.
- Full UK driving license and willingness to travel as required across the portfolio.
