About The Role
Hull City Council's Warm Homes Team is seeking a passionate and motivated Energy Efficiency Project Officer to help tackle fuel poverty, improve energy efficiency, and support the city's journey to Net Zero.
This is an exciting opportunity to deliver projects that make a real difference, helping residents live in warmer, healthier and more affordable homes. Working with residents, partners, contractors and council services, you will develop and deliver a range of energy efficiency, retrofit and affordable warmth initiatives across Hull.
Key responsibilities
- Deliver energy efficiency, retrofit and fuel poverty projects.
- Manage the Warm Homes Referral Management System and support residents accessing services.
- Monitor project performance, analyse trends and produce reports.
- Lead communications, engagement campaigns and promotional activities.
- Coordinate the Affordable Warmth Strategy and Affordable Warmth Steering Group.
- Provide specialist advice on energy efficiency and fuel poverty to colleagues, partners and stakeholders.
- Identify funding opportunities and support grant applications.
- Deliver training and presentations to partners and stakeholders.
- Support vulnerable residents with energy efficiency, affordable warmth and benefits advice.
- Prepare reports, briefings and presentations for senior managers and partnership groups.
- Work collaboratively to maximise outcomes for residents and attract investment into the city.
About you
You will have
- Experience delivering projects, ideally within housing, energy, sustainability or regeneration.
- Strong IT, database management and data analysis skills.
- Knowledge of domestic energy efficiency, retrofit and fuel poverty.
- Excellent communication and stakeholder engagement skills.
- Strong organisational skills and the ability to manage competing priorities.

PRINCIPAL ACCOUNTABILITIES
- Customer Focus –To lead on communications (including digital) and visibility of the team’s services to the public, partners and stakeholders, ensuring the residents of Hull have access to the Warm Homes Team services.
- Performance Management – To manage the Referral Management System. Ensuring all applications for grant funding are processed accurately and efficiently and submitted to the appropriate partner organisations for action and installation of energy efficiency measures. Thereby ensuring residents benefit from warmer homes.To manage the Energy Assessment Database. Ensuring that accurate and current home energy information and data is held by the Council and can be utilised by the wider Council departments for reporting and decision making by chief officers, the Cabinet and other senior members and officers, partners, and services, where appropriate.
- Statutory Obligations –To lead on the reporting requirements of the Home Energy Conservation Act.
- Responsibility for the Affordable Warmth Strategy and Action Plan, including writing, renewing, monitoring and updating, aiming to ensure that all of Hull’s residents live in a warm, safe and healthy home, particularly those most vulnerable.
- Responsibility for the organisation of stakeholders and their contributions to the Affordable Warmth Steering Group, which is vital in ensuring a collaborative approach to tackling fuel poverty and affordable warmth.
- To lead on the Carbon Action Network. Providing a vital partnership working platform across the Neighbourhood and Housing Teams to ensure the delivery of the Carbon Pathway Action Plan.
- To manage the provision of Hotspots training. To develop a network of referral partners who can ensure residents of Hull are aware of the Warm Homes Team services and support available to them. Including providing bespoke training.
- To identify and lead on Energy Efficiency specific projects to continuously improve service provision, source innovative solutions to reach the Councils Net Zero target and reduce fuel poverty.
- Responsibility for sourcing additional grant funding schemes in relation to providing energy efficiency associated resources to homes across the city and to liaise with management in order to formulate appropriate funding bids for submission.
- Responsibility for the development of new procedure documents and systems.
- Responsibility for the provision of data and information required for funding bids and award submissions.
- To attend, write and present reports to senior level meetings and committees.
- Liaise with vulnerable and/or disabled customers, living in poor quality housing and provide highly developed advice and guidance to all residents seeking energy efficiency advice and support also communicating decisions which directly impact on the customers wellbeing and financial circumstances, which in some cases the customer may not want to receive or take the required action. This includes the undertaking of formal assessments in order to ascertain requirements and eligibility prior to implementing energy efficiency works.
