This position is full-time onsite

Are you passionate about strengthening communities and expanding access to affordable housing? In this role, you’ll connect the Treasurer’s Office and the Neighborhood & Housing Division, supporting projects and initiatives that advance neighborhood revitalization, preserve affordable housing, and promote meaningful community development throughout Oakland County.

What You’ll Do

• Serve as a liaison between the Treasurer’s Office and the Neighborhood & Housing Division.
• Support day-to-day operations and cross-departmental initiatives.
• Assist with community engagement efforts related to housing and neighborhood development.
• Support the development and preservation of affordable housing.
• Analyze housing projects, program data, and funding activity.
• Track funding mechanisms and maintain accurate project information.
• Help advance neighborhood revitalization, affordable housing, and community development goals.
• Support grant administration through reporting, documentation, and compliance activities.
• Coordinate with program staff to monitor project requirements and deadlines.
• Use Countywide and department-specific software to complete assignments.

Minimum Qualifications

EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS & ABILITIES

REQUIRED MINIMUM QUALIFICATIONS

• Possess a Bachelor’s degree from an accredited college or university with a major in Public Administration, Community Development, Finance, Accounting, Geography, GIS/Spatial Planning, or a related field.
• Have at least two (2) years of full-time experience working with a lank bank, County Treasurer’s Office, community development organization or related public-sector or non-profit agency.

ADDITIONAL DESIRABLE QUALIFICATIONS

• Experience with property tax foreclosure processes, city planning, data analysis, title research, or real estate transactions.
• Experience in affordable housing financial underwriting and modeling
• Demonstrated experience in administrative support, customer service, and/or program coordination.
• Demonstrated ability to utilize GIS software, create maps and perform complex spatial analysis.
• Considerable verbal and written communication skills with the ability to convey complex program information clearly to diverse audiences.
• Knowledge of federal, state and local housing and community development programs.
• Ability to follow complex oral and written instructions.
• Knowledge of modern office practices and procedures.
• Ability to attend evening and weekend community meetings as needed.
• Familiar with current word processing, spreadsheet, database, e-mail and Internet software.

ESSENTIAL JOB FUNCTIONS

• Utilizes GIS software such as ArcGIS Pro, ArcGIS Online, QGIS, or equivalent to develop and maintain maps, spatial datasets, and analyses supporting both the Land Bank Authority and the Housing Division.
• Performs complex spatial analyses to identify target areas for housing investment, assess neighborhood conditions, evaluate land bank property inventory, and support strategic planning.
• Creates data visualizations, story maps, and interactive web maps to communicate findings to internal teams, partners, and community members.
• Integrates GIS data with housing, demographic, and economic datasets to provide comprehensive neighborhood-level analysis.
• Maintains and updates property databases and spatial records to ensure accuracy and currency of land bank and housing program data.
• Supports open data initiatives and contributes to publicly accessible mapping tools and community information resources.
• Conducts analysis of a variety of housing and community development projects, including feasibility reviews, site assessments, gap financing evaluations, and program eligibility determinations.
• Track sand monitors funding mechanisms including federal, state, and local grants, tax credits, and other financing tools (e.g., CDBG, HOME, LIHTC, MSHDA).
• Prepares reports, dashboards, and summaries to communicate project status, funding utilization, and program performance to leadership and external partners.
• Assists in the preparation of grant applications, compliance reports, and funding requests in coordination with program staff.
• Monitors regulatory and policy developments related to affordable housing and land banking at the local, state, and federal levels.
• Collaborates with municipal agencies, nonprofit housing developers, community development financial institutions (CDFIs), and other partners on housing and community development projects.
• Supports the coordination of programs related to affordable housing production, blight elimination, green space development, and urban agriculture initiatives.
• Assists with grant administration, reporting, and compliance activities in coordination with program staff.
• Participates in cross-agency working groups and collaborative planning efforts to advance community development priorities.

ADDITIONAL DUTIES & RESPONSIBIILTIES

• Responds to phone, email, and in-person inquiries from residents, developers, nonprofit organizations, and other stakeholders regarding land bank properties, programs, and procedures.
• Assists in reviewing and processing property acquisition, disposition, and side lot transfer applications for completeness and compliance with program guidelines.
• Maintains organized records, databases, and filing systems for land bank and housing division transactions, correspondence, and program documentation.
• Drafts routine correspondence, meeting summaries, reports, and other administrative documents as needed.
• Performs other duties as assigned.
• Complies with all policies and standards.
• Utilizes current countywide and/or department specific software to complete assignments.
