The Capital Plan Management Department is responsible for developing and implementing the Five-Year Capital Plan which outlines priorities for constructing new school facilities as well as upgrading our existing buildings. The Fiscal Year 2025-2029 Five-Year Capital Plan totals $21 billion and encompasses efforts in four categories: Capacity, Healthy Schools, Capital Investment, and Mandated Programs. Through the execution of the Five-Year Capital Plan, the department plays a key role in shaping and defining the projects that will meet the complex and vital needs of our evolving school system.

Job Description Summary

The Senior Program Coordinator reports is responsible for conducting project scope development and verification for line and capital improvement projects.

Job Description

Responsibilities include

• Participates in recommending policy and procedure on scope development of line and capital improvement projects and reporting activities.
• Conducts scope development activities for all aspects of project development through preliminary design, budget preparation and approval for line projects.
• Participates in consultant selection and fee negotiation.
• Reviews milestone submissions and estimates.
• Participates in review meetings.
• Prepares and submits funding request documents.
• Secures final funding approvals.
• For line and capital improvement projects in direct portfolio and through oversight of Program Coordinators, ensures that: work scopes are technically appropriate; Department of Education needs are met without undue expense; funding requests are realistic for the scopes of work.
• Performs field verification visits, and prepares survey reports, transmittals and estimates for line and capital improvement projects.
• Serves as voting member of the Consultant Pre-Selection Committee; and on the Consultant Ranking and Classification Committee as needed.
• Responsible for identifying and presenting to other members of the Consultant Pre-Selection Committee project specific physical and educational program needs.
• Verifies capital funds eligibility and proper allocation against funding categories.
• Handles receipt and disposition of requests from the Department of Education for all capital improvement projects up until assignment of projects for execution.
• Manages budget, financial and operational information about capital improvement projects in order to determine funding availability to undertake additional projects.
• Assists the Director or manager in preparing, planning, and researching projects for internal management, Trustees, and the Department of Education as needed.
• Serves as the team leader for the preparation of legislatively mandated and ad-hoc reports, including but not limited to: Line Project Status Report, Extent of Completion, and Mayor's Management Report.
• Serves as Project Control team leader, working with Information Technology and other divisions to develop and maintain computer systems used by the Division for internal management and external reporting.
• Oversees and performs database and spreadsheet development for maintenance, updating and reporting of information. Assists the Executive Director, Director or manager with special projects, performs research, and represents the Division as needed.
• Performs related duties, as assigned.

Minimum Requirements

• Three years of full time experience in city planning, urban development, engineering, architecture or related field.
• Bachelors degree
• Weighted consideration may be given to candidates with a Masters degree or current New York State licensure as a Professional Engineer or Registered Architect.

Salary

• Appointment Rate: $97,271
• Incumbent Rate: $111,861

Subject to the provisions of the Collective Bargaining Agreement, the appointment rate for any newly hired employee, or employees with less than two years of active City or SCA service, shall be 15% less than the applicable incumbent rate.

Work Experience

Three years of full time experience in city planning, urban development, engineering, architecture or a related field; computer literacy or a satisfactory combination of education and experience. Preference: Weighted consideration may be given to candidates with a Masters degree or current New York State licensure as a Professional Engineer or Registered Architect.
