About The Role

The Senior Learning Partner (IC3) is an experienced Learning & Development professional responsible for identifying learning needs and designing, developing, delivering, and evaluating effective learning solutions for Oracle Health client and operations teams. This role combines strong learning expertise with technical knowledge of Cerner Millennium and/or other Oracle Health solutions to enable associates and teams to develop the knowledge, skills, and capabilities required to perform effectively.

The ideal candidate will have demonstrated experience delivering technical training, conducting training needs analysis, developing instructional content, facilitating onboarding and learning programs, and partnering with business stakeholders in a complex, global environment.

The Senior Learning Partner will proactively identify training requirements across client and operations teams, translate business and performance needs into actionable learning strategies, and serve as a key point of contact for training-related requirements. The role requires strong collaboration with business leaders, subject matter experts, stakeholders, and the broader Learning & Development organization to ensure learning solutions are relevant, scalable, measurable, and aligned with business priorities.

Learning Partnership and Training Needs Analysis

  • Serve as a key Learning & Development partner and point of contact for training-related requirements across assigned client and operations teams.
  • Build strong working relationships with business leaders, managers, subject matter experts, operations teams, and Learning & Development stakeholders.
  • Proactively identify current and emerging training requirements through stakeholder discussions, learner feedback, operational trends, performance data, and business priorities.
  • Conduct training needs analysis to identify knowledge, skill, and performance gaps and determine appropriate learning interventions.
  • Translate identified needs into actionable training strategies, learning plans, and implementation approaches.
  • Provide learning recommendations that balance business requirements, learner needs, delivery timelines, and available resources.
  • Manage multiple learning initiatives and stakeholder requirements independently, escalating risks and dependencies where appropriate.

Technical Training and Oracle Health Learning

  • Design, coordinate, and deliver technical training related to Cerner Millennium and/or other Oracle Health solutions for client and operations teams.
  • Apply technical and functional knowledge to develop learning experiences that enable associates to effectively use applications, tools, workflows, and supporting processes.
  • Facilitate technical learning sessions using appropriate instructor-led, virtual, self-paced, and blended learning methodologies.
  • Partner with subject matter experts to validate technical accuracy and ensure learning materials remain aligned with product, process, and operational changes.
  • Simplify complex technical concepts and workflows into clear, structured, and learner-friendly content.
  • Support learning requirements associated with application tools, user access, and relevant access-management processes.
  • Preferred experience includes supporting or understanding service tickets involving user access, application tools, access requests, and associated access-management workflows.

Instructional Design and Content Development

  • Design, develop, maintain, and continuously improve high-quality instructional content for technical and operational learning programs.
  • Apply instructional design principles and adult learning methodologies to create engaging and effective learning experiences.
  • Develop eLearning modules, simulations, videos, presentations, facilitator guides, learner guides, job aids, knowledge checks, assessments, and other learning resources.
  • Demonstrate hands-on experience with instructional content development tools such as Camtasia, Articulate, and Rise 360, or comparable learning-authoring technologies.
  • Work with subject matter experts and stakeholders to convert technical information, business processes, and operational requirements into structured learning content.
  • Review and update existing learning materials to ensure accuracy, relevance, consistency, and usability.
  • Explore innovative and scalable learning approaches that improve learner engagement, knowledge retention, and accessibility.

Learning Program Implementation and Evaluation

  • Plan and implement learning programs from initial needs identification through design, development, delivery, evaluation, and continuous improvement.
  • Coordinate schedules, facilitators, participants, learning materials, communications, logistics, and other program dependencies.
  • Establish appropriate measures to evaluate learner participation, knowledge acquisition, training effectiveness, and stakeholder satisfaction.
  • Gather and analyze learner feedback, assessment results, participation data, and other learning metrics to identify trends and improvement opportunities.
  • Develop reports and presentations that communicate learning outcomes, program performance, key insights, risks, and recommended actions.
  • Use data and stakeholder feedback to continuously enhance learning programs and improve the overall learner experience.
  • Maintain appropriate learning documentation and support reporting requirements for assigned programs.

Onboarding and Associate Development

  • Coordinate and facilitate onboarding and learning sessions for GSSS associates across India and international teams.
  • Provide structured and engaging onboarding experiences that help associates understand relevant applications, processes, tools, resources, and role expectations.
  • Partner with regional and international stakeholders to support consistent learning experiences while adapting delivery to audience and business requirements.
  • Develop and maintain onboarding materials, presentations, learning resources, facilitator content, and supporting documentation.
  • Gather feedback from new associates, managers, and stakeholders and use insights to improve onboarding effectiveness.
  • Support broader capability-building and continuous learning initiatives based on evolving business and operational requirements.

Stakeholder Management, Reporting, and Communication

  • Develop trusted partnerships with business leaders, client teams, operations teams, subject matter experts, and Learning & Development colleagues.
  • Communicate learning plans, program status, outcomes, dependencies, and risks clearly and professionally.
  • Demonstrate strong reporting and data interpretation skills to convert learning and operational data into meaningful insights.
  • Prepare and deliver presentations for stakeholders, clearly communicating training requirements, learning strategies, program results, and recommendations.
  • Collaborate effectively across geographical and organizational boundaries and demonstrate cultural awareness when supporting global audiences.
  • Influence stakeholders through expertise, data, collaboration, and effective communication.

Employee Engagement and Volunteering

  • Support Oracle Volunteering and employee engagement initiatives for GSSS associates, particularly across India.
  • Coordinate with Oracle Volunteers, NGOs, community organizations, internal teams, and other stakeholders to support successful volunteering activities.
  • Assist with event planning, associate communication, participation coordination, scheduling, logistics, and post-event activities.
  • Contribute to newsletters and internal communications highlighting volunteering opportunities, participation, achievements, and community impact.
  • Collaborate on creative engagement activities such as crosswords, quizzes, knowledge activities, and other interactive content that encourages associate participation.

Required Qualifications

  • Relevant professional experience in Learning & Development, Technical Training, Instructional Design, Talent Development, Enablement, or a related discipline.
  • Strong technical and functional knowledge of Cerner Millennium and/or other Oracle Health solutions.
  • Demonstrated experience delivering technical training to client, operations, or professional audiences.
  • Experience identifying training needs and translating business requirements into structured learning strategies and programs.
  • Hands-on experience designing and developing instructional content using tools such as Camtasia, Articulate, and Rise 360, or equivalent technologies.
  • Strong knowledge of instructional design principles, adult learning methodologies, and learning evaluation approaches.
  • Strong facilitation, presentation, and communication skills, including the ability to explain complex technical concepts to diverse audiences.
  • Demonstrated stakeholder management skills and the ability to build productive relationships with business leaders, subject matter experts, and cross-functional teams.
  • Strong reporting, analytical, and data interpretation capabilities, with the ability to translate information into actionable insights.
  • Strong organizational and program management skills with the ability to independently manage multiple priorities and deliverables.
  • Ability to work effectively with geographically distributed and culturally diverse teams.

Preferred Qualifications

  • Experience supporting Cerner Millennium and/or Oracle Health learning programs in a client services, support, or operations environment.
  • Experience supporting service tickets associated with user access, application tools, access requests, and access-management processes.
  • Experience developing technical eLearning, videos, simulations, job aids, assessments, and blended learning solutions.
  • Experience supporting onboarding and capability-development programs across multiple regions or countries.
  • Experience working within a large, complex, global technology or healthcare organization.
  • Exposure to learning management systems, learning analytics, reporting tools, and virtual collaboration platforms.
  • Experience coordinating employee engagement, volunteering, or community initiatives is an advantage.

The Senior Learning Partner should be able to convert complex technical and process information into practical learning experiences, use data and feedback to evaluate effectiveness, and continuously improve learning solutions that support Oracle Health associates, client teams, and operations.
