Job Overview

Primoris Renewable Energy is seeking a Site Quality Manager – PV & BESS to support site-specific quality assurance, quality control, and operational excellence initiatives across our utility-scale photovoltaic (PV) solar and Battery Energy Storage System (BESS) projects.

This role is responsible for leading the site quality program, supervising Site Quality Technicians, ensuring compliance with project specifications and established quality standards, and driving successful project execution from initial construction through commissioning, closeout, and turnover across both PV and BESS scopes.

The ideal candidate brings hands-on utility-scale construction quality experience across both PV solar and BESS projects, including a minimum of two years of verifiable BESS-specific experience and experience supporting at least one utility-scale PV project of 100 MW or greater. Candidates must demonstrate the ability to develop and implement project-specific quality plans and Inspection and Test Plans (ITPs), manage nonconformance reports (NCRs), lead site quality personnel, and effectively coordinate with construction, engineering, commissioning, project leadership, subcontractors, OEMs, owners, and clients.

Primary Job Responsibilities

Project Site Quality Analysis

• Manage the analysis of construction, operational, and quality processes across utility-scale PV and BESS project sites, identifying quality risks and opportunities for improvement.
• Collaborate with on-site teams to streamline workflows, eliminate inefficiencies, reduce rework, and enhance resource utilization.
• Oversee the implementation of process and quality improvement initiatives to support successful project delivery.
• Apply hands-on knowledge of both PV and BESS construction environments when evaluating site-specific quality risks, installation activities, and project requirements.
• Review project drawings, specifications, contracts, quality requirements, manufacturer instructions, and approved submittals to ensure field activities meet applicable standards.
• Establish first-work inspections, benchmarks, hold points, witness points, and other quality controls across civil, mechanical, electrical, substation, commissioning, PV, and BESS scopes.

Performance Measurement and Reporting

• Monitor project-specific key performance indicators (KPIs), inspection activities, deficiencies, corrective actions, and performance tracking mechanisms.
• Analyze project performance metrics and quality data to identify trends, recurring issues, risks, and areas requiring improvement.
• Ensure regular reporting is provided to project stakeholders, including insights and recommendations for improving operational efficiency and quality performance.
• Maintain visibility into quality performance across both PV and BESS scopes of work.
• Maintain accurate and complete inspection records, audit results, testing documentation, punch lists, quality reports, job books, and turnover packages.
• Ensure quality documentation is current, traceable, and maintained in accordance with project and client requirements.

Continuous Improvement Facilitation

• Lead and facilitate continuous improvement initiatives at project sites using Lean Six Sigma methodologies or similar frameworks.
• Encourage project teams to actively identify improvement opportunities and implement effective solutions.
• Oversee workshops, training sessions, lessons-learned discussions, and collaborative problem-solving activities to foster a culture of continuous improvement.
• Partner with site leadership to implement lessons learned and quality improvements across PV and BESS construction activities.
• Identify recurring quality issues and develop preventive measures to reduce rework and improve project execution.

Quality Assurance and Compliance

• Develop, implement, maintain, and own the project-specific Quality Plan and ITPs for PV and BESS construction activities.
• Ensure adherence to applicable project quality standards, specifications, procedures, manufacturer requirements, contractual obligations, and regulatory requirements.
• Oversee the implementation and execution of quality control processes across civil, mechanical, electrical, substation, commissioning, PV, and BESS scopes.
• Conduct and oversee quality audits, inspections, testing activities, first-work inspections, hold points, and witness points as required.
• Manage NCRs from initial identification through root-cause analysis, corrective action, reinspection, documentation, and final closure.
• Lead corrective and preventive actions and drive quality improvements to enhance project deliverables.
• Identify quality risks and work with project teams, subcontractors, OEMs, and clients to resolve deficiencies and prevent recurrence.
• Verify that corrective work complies with drawings, specifications, quality requirements, and approved repair or remediation plans.
• Support commissioning, mechanical completion, substantial completion, final acceptance, closeout, and turnover activities.
• Serve as the primary on-site quality representative and maintain accountability for the overall project quality program.

Project-Specific Training and Development

• Identify training needs for on-site teams and provide training on Primoris quality programs, processes, procedures, and expectations.
• Conduct training for project teams focused on improving quality, consistency, documentation, and overall project execution.
• Facilitate on-the-job learning that promotes skill development, knowledge sharing, and implementation of best practices.
• Support the development of teams capable of maintaining quality expectations across both PV and BESS scopes.
• Train inspectors, technicians, construction personnel, and subcontractors on project-specific ITPs, inspection requirements, hold points, benchmarks, and quality documentation.
• Reinforce a right-first-time quality culture through coaching, field presence, and proactive communication.

Change Management and Stakeholder Engagement

• Collaborate with project stakeholders to manage change initiatives and support smooth transitions during process and quality improvements.
• Communicate changes effectively, address concerns, and facilitate buy-in from on-site teams.
• Engage with project leadership, construction, engineering, commissioning, subcontractors, OEMs, owners, clients, and other stakeholders to understand project requirements, challenges, and opportunities for improvement.
• Promote alignment between PV and BESS quality expectations on integrated renewable energy projects.
• Communicate quality deficiencies clearly and professionally while holding contractors and project teams accountable for required corrective actions.
• Manage competing quality and schedule priorities without compromising project specifications, contractual requirements, or workmanship standards.
• Represent the project quality program during client meetings, audits, inspections, project reviews, and turnover discussions.

Supervision of Site Quality Technicians

• Provide direct supervision, guidance, mentorship, and performance management to Site Quality Technicians and other assigned quality personnel.
• Assign responsibilities and monitor inspection coverage, progress, documentation, and individual performance.
• Ensure required audits, inspections, testing, documentation, and quality activities are completed accurately and timely.
• Support the development of technicians working across both PV and BESS scopes.
• Reinforce quality expectations and provide coaching to improve project site operations.
• Review and verify the quality of inspection records, reports, deficiency documentation, and corrective-action follow-up completed by the site quality team.
• Coordinate staffing and inspection priorities to ensure appropriate quality coverage across active construction scopes.

Knowledge, Skills, and Abilities

• Required hands-on construction quality experience supporting utility-scale PV solar projects, including experience on at least one project of 100 MW or greater.
• Minimum two years of verifiable, hands-on experience supporting utility-scale BESS construction, quality, testing, or commissioning activities.
• Demonstrated experience working across both utility-scale PV and BESS project environments is required.
• Demonstrated experience in quality assurance, quality control, construction quality, process improvement, or project quality management roles within the renewable energy industry.
• Demonstrated experience personally developing, implementing, and managing project-specific Quality Plans and ITPs rather than solely performing inspections under pre-existing plans.
• Demonstrated experience managing NCRs through identification, root-cause analysis, corrective action, reinspection, documentation, and closure.
• Experience supervising QA/QC inspectors, Site Quality Technicians, or other site quality personnel.
• Strong understanding of civil, mechanical, electrical, substation, commissioning, PV, and BESS construction quality practices.
• Ability to evaluate quality requirements and risks across integrated PV and BESS project scopes.
• Familiarity with BESS equipment installation, battery systems, power conversion systems, testing, commissioning, and manufacturer requirements.
• Knowledge of process optimization methodologies such as Lean Six Sigma.
• Excellent analytical skills with the ability to assess complex operational scenarios and identify improvement opportunities.
• Demonstrated project management skills with the ability to prioritize and manage multiple initiatives simultaneously.
• Effective communication and interpersonal skills with the ability to collaborate across construction, engineering, commissioning, project management, client, subcontractor, OEM, and field teams.
• Change management experience with the ability to influence, coach, and motivate teams in a project environment.
• Strong problem-solving skills and a proactive approach to resolving issues in a dynamic construction environment.
• Familiarity with quality management systems, audits, inspections, corrective actions, quality documentation, punch lists, job books, and project turnover requirements.
• Proficiency with productivity tools, quality-management platforms, construction-management software, and data-analysis tools.
• Ability to work effectively in a field-based environment and adapt to changing project requirements.
• Ability to maintain an approximately 50/50 balance between field presence and administrative responsibilities, depending on project needs.
• Ability to work a rotational schedule and travel or relocate to project sites as required.

Physical Requirements

Work Location

• Industrial and utility-scale renewable energy construction sites and/or fabrication shops.
• Assignments may support PV solar, BESS, or integrated PV and BESS project environments; however, candidates must bring prior hands-on utility-scale experience across both PV and BESS construction scopes.
• This is a field-based position requiring travel or relocation to assigned project sites and participation in a rotational schedule.
