The Finance organization at State Street plays a critical role in ensuring the accuracy, transparency, and integrity of financial data that informs decision-making across the enterprise. Metadata is the foundation of that transparency – it is what allows us to prove where a number came from, who owns it, how it was transformed, and whether it can be trusted.

This role is responsible for delivering that foundation day to day. As DART matures from a project-based approach to an enterprise capability, the completeness of our metadata and the effective use of our governance tooling determine whether we meet BCBS 239 and regulatory commitments efficiently or through sustained manual effort. This role exists to close that gap through consistent execution.

Role Summary

The VP – Data Governance Enablement and Operations leads the day-to-day delivery of metadata management, data lineage documentation, and data governance tooling operations for Finance, Treasury, and Financial Risk. This role is focused on the operationalization of CDO policies and standards, and business unit priorities. This role manages the Finance data catalog and CDE inventory and executes the semi-annual CDE metadata and lineage attestation cycle end to end in partnership with other data governance partners.

The role also drives continuous improvement of the governance toolset. The VP identifies automation and efficiency opportunities across Collibra and adjacent platforms, develops business cases and recommendations, and leads delivery of approved enhancements in partnership with the CDO organization, the Data Product and Data Solutions Teams, and Technology.

The VP manages a team of Senior Associate and Officer-level data stewards and governance analysts and serves as the primary working-level contact for metadata and tooling matters with Finance stakeholders and provider teams.

Key Responsibilities

Metadata & Lineage Delivery

• Implement and maintain Finance metadata standards covering business definitions, ownership, classification, lineage requirements, and CDE criteria; recommend updates to senior leadership as requirements evolve.
• Manage the Finance data catalog on a day-to-day basis, ensuring completeness, accuracy, accessibility, and fitness for regulatory use.
• Plan and execute data lineage documentation and validation from system of record through repositories to reports and key metrics, managing tranche delivery against agreed timelines.
• Maintain the Critical Data Element inventory and tagging model across the Finance data supply chain.
• Run the semi-annual CDE metadata and lineage attestation cycle for DART repositories, ensuring evidence packages are complete and defensible for second-line challenge, Internal Audit validation, and regulatory examination.
• Perform impact assessments for DART data quality issues – identifying affected consumers, reports, KPIs, and providers – and manage communication to impacted stakeholders.
• Track aging metadata gaps and provider non-compliance, resolving at the working level and escalating unresolved or systemic items.

Toolset Operations & Continuous Improvement

• Manage day-to-day operation of the Finance data governance toolset
• Identify automation and efficiency opportunities across metadata and lineage processes; develop recommendations and supporting analysis for leadership review and prioritization.
• Lead delivery of approved toolset enhancements – requirements definition, testing, migration, and rollout – in partnership with DART and Finance Business and technology teams and the CDO organization.
• Support expansion of the governance platform into new capability areas such as canonical Finance terms, data modeling, sensitivity scoring, and data product and business process inventories.
• Produce metadata and lineage KPIs, dashboards, and management reporting for governance forums and executive updates.

Team Leadership & Stakeholder Management

• Supervise, coach, and develop a team of stewards and analysts; allocate work, review output quality, and manage day-to-day performance.
• Partner with data owners, data stewards, repository teams, and Technology partners to ensure metadata responsibilities are understood and consistently executed.
• Respond to Internal Audit, second line, and regulatory requests for metadata and lineage evidence.
• Maintain procedure documentation and controls in line with the Global Data Governance Policy, BCBS 239 principles, and regulatory remediation commitments.

Qualifications

• 15+ years in data governance, data management, regulatory data, or risk and finance reporting, preferably within financial services.
• Hands-on expertise in metadata management, data lineage, and CDE frameworks, including practical knowledge of how these artifacts are built, validated, and evidenced.
• Strong working knowledge of enterprise data governance platforms, with direct Collibra experience strongly preferred (catalog, lineage, data quality modules).
• Experience delivering process improvement or automation that measurably reduced manual governance effort.
• Solid understanding of regulatory expectations – BCBS 239, RDAR, and audit and examination processes – and what constitutes defensible evidence.
• Working familiarity with modern data platforms, toolsets, and architectures (e.g., lakehouse, cloud data warehouse, ETL/ELT, AI) sufficient to partner effectively with Technology.
• Experience supervising or mentoring junior staff and managing deliverables across multiple stakeholders.
• Clear written and verbal communication, with the ability to translate technical detail into concise updates for senior stakeholders.
• Bachelor’s degree in Finance, Accounting, Information Management, Computer Science, or a related field.
