About The Role

The LOTO Coordinator plays a critical role in ensuring the safe execution of all isolation-related activities through strict implementation of Lock Out/Tag Out procedures. This role supports field operations, commissioning, and maintenance activities by coordinating isolations, verifying control measures, and ensuring compliance with approved work control systems. The LOTO Coordinator acts as the key interface between the Control of Work team, engineering disciplines, HSE, and operations personnel to maintain safety across energized systems.

Responsibilities

Lead the coordination and application of system isolations (electrical, mechanical, process, and others) in full compliance with project LOTO procedures and applicable standards.
Review and validate isolation plans submitted by discipline engineers or performing authorities; ensure technical completeness and adherence to isolation standards.
Liaise with Performing Authorities during work planning to confirm that all relevant hazards are identified and corresponding control measures are in place.
Conduct and document joint worksite visits to assess risks and isolation feasibility before permit issuance—typically at least 48 hours in advance.
Verify the correct application and removal of isolations, and ensure the integrity of isolation points during the work duration.
Ensure that all preconditions are satisfied prior to activating a Work Control Certificate (WCC), including signage, barriers, verification tags, and safety devices.
Participate in toolbox talks, safety briefings, and site walkdowns; reinforce proper LOTO procedures and promote safety leadership among work crews.
Maintain and update the Long-Term Isolation Register and ensure traceability and documentation of all isolation actions.
Support Permit to Work (PTW) processes and ensure isolation documentation is linked to corresponding permits.
Conduct routine and ad-hoc audits of isolation and permit processes; address non-conformities and initiate corrective actions.
Lead or participate in risk assessment reviews, such as HAZIDs, SIMOPs, and task-based risk assessments for isolation-related activities.
Assist the Control of Work Competency Assessor in evaluating Performing Authorities (PAs) and other personnel in relation to LOTO competency.
Work closely with HSE and Commissioning teams to ensure alignment between isolation planning, permit strategy, and overall site safety.
Support incident investigations involving isolation breaches, near misses, or unsafe conditions; contribute to lessons learned and procedural improvements.
Maintain a high level of documentation and record-keeping integrity in accordance with audit and project requirements.

Knowledge/ Qualification/ Training/ Certification

Qualification/ Certification

Minimum 3 years’ direct experience implementing and managing safe systems of work (e.g., ISSOW, PTW, CoW systems) on industrial or energy projects.
Minimum 3 years’ hands-on experience in preparing and applying isolations (electrical, mechanical, process) in alignment with LOTO procedures.
Experience on major infrastructure, oil & gas, or energy projects in a field or commissioning environment preferred.
Familiarity with integrated commissioning and startup processes (e.g., pre-energization planning, live system interfaces).
ONC in a relevant discipline and/or recognized trade background in instrumentation, electrical, or mechanical systems with applicable technical qualifications (City & Guilds, BTEC, or equivalent).
COMPEX certification (for E&I disciplines).
Hazardous Area Training or equivalent safety training is essential.
HNC in a relevant discipline is desirable.
ISSOW, HAZID, or HAZOP training is an advantage.
Site induction, risk assessment, and permit-to-work system training required

Skills Requirement

Proficient in interpreting P&IDs, electrical SLDs, PFDs, UFDs, D&IDs, GA drawings, and datasheets.
In-depth understanding of isolation devices, energy sources, and hierarchy of controls.
Competent in Microsoft Office Suite (Excel, Word, PowerPoint); experience using electronic PTW or isolation tracking systems is a plus.
Ability to identify system boundaries and understand multi-discipline isolation strategies.

Communication

Strong verbal and written communication skills in English.
Ability to facilitate field discussions, toolbox talks, and interface meetings with operations, engineering, and contractor personnel.
Capable of producing high-quality isolation plans, risk assessments, and audit reports.
Confident in resolving technical and procedural concerns across departments.
