Job Title: Programme Policy Officer (Monitoring & Evaluation)

Duration: Twelve (12) months, with a possibility of extension

Organizational Context and Role

The Programme Policy Officer (Monitoring and Evaluation) will work under the supervision of the Head of RAM, with guidance from the Head of Field Office and regular feedback from the Deputy Country Director on work performed. S/he will co-manage WFP’s M&E workstream, undertake analytical work, and support programme work, policy advocacy activities, or initiatives of a similar nature.

Job Purpose

To ensure that robust monitoring, review, and evaluation plans, aligned with WFP corporate standards, are developed to generate quality evidence on beneficiaries’ lives and inform policy, strategy, programme design, and implementation. This includes coordinating monitoring activities, co-managing evaluations, and positioning WFP as a reliable partner to governments in developing monitoring, evaluation, and learning strategies. The Programme Policy Officer (Monitoring and Evaluation) will also support functional units in tracking progress against required performance indicators and generating relevant alerts on potential areas for improvement on a regular basis to inform management decision-making. S/he will play a strong role in ensuring data quality and timeliness through adequate follow-up with the field and other functional units.

Job Content

Within delegated authority, the Programme Policy Oﬃcer (Monitoring and Evaluation) will be responsible for the following duties:

With a primary focus on M&E functions, support the Head of RAM in the overall development and implementation of monitoring, evaluation, and learning workstreams across various programmes and projects, including vulnerability analysis and mapping (VAM), cash-based transfers (CBTs), gender, accountability to affected populations (AAP), and protection, ensuring alignment with corporate policies and guidance.
Coordinate with the Programme Unit to ensure that the required M&E systems are in place and effectively implemented to facilitate the transfer of food and cash to beneﬁciaries in WFP project areas.
Facilitate the development of systems and tools for monitoring and assessing food assistance needs, in line with innovative methodologies and best practices. This includes supporting the development of monthly monitoring coverage plans for monitoring assistants across all activities, assessing monthly achievements, sharing summaries with the Programme and Field Oﬃce teams, and supporting the development or revision of monitoring tools in line with corporate guidance, as needed.
Coordinate data gathering and implementation of monitoring systems, ensuring that rigorous quality standards are maintained. Liaise with internal counterparts to promote effective collaboration and support the monitoring of ongoing projects.
Lead the analysis of data generated from various assessments and surveys using SPSS and other analytical software, and prepare expected outputs, such as graphs, tables, and reports, for further dissemination.
Ensure data readiness and availability for use in preparing M&E bulletins, donor reports, and other reporting materials.
Support the preparation of relevant data for the annual country reports by ensuring quality and readiness for all relevant output and outcome indicators in the corporate beneﬁciary management system (COMET).
Undertake capacity-strengthening work for WFP staff and government partners in the areas of monitoring and evaluation, food security and vulnerability analysis, gender, and protection to effectively inform preparedness and response to food assistance needs. This includes leading and guiding major M&E initiatives, such as the management of the Food Security Convergence Model Evaluation and the development of an M&E manual for the BARMM Government.
Support the VAM Officer in conducting food security and vulnerability analysis and preparing timely reports on the needs of affected populations, in line with wider VAM policies, processes, and guidance, to enable effective decision-making on the development of country strategies, policies, and programmes.
Supervise M&E staff by acting as a point of referral on analytical and technical queries, undertaking staff performance assessments, and guiding their professional development.
Represent WFP in coordination meetings with partners by contributing to technical discussions, facilitating the exchange of knowledge and experience, identifying appropriate evidence-based interventions, and exploring areas for potential collaboration.
Act in an assigned emergency response capacity, as required, to meet emergency food assistance needs; and
Perform other RAM-related tasks, as required.

Performance Indicators

Performance indicators will be based on a work plan to be discussed and agreed with the supervisor during the performance planning phase upon onboarding.

Minimum Qualiﬁcations and Experience

Education

Advanced university degree (Master’s or equivalent) in economics, food security, statistics, data science, public health/nutrition, geography, or another related field.
A first-level university degree (Bachelor’s degree) in a relevant field with additional years of work experience and/or specialized training, may be considered in lieu of an advanced university degree.

Experience

Minimum of one (1) year of professional experience with a master’s degree, or three (3) years of relevant professional experience with bachelor’s degree, in planning, programming, implementation, vulnerability analysis and mapping (VAM), and monitoring and evaluation of technical cooperation programmes related to food and nutrition security.
Background and familiarity with emergency operations and an understanding of food security and nutrition issues in the country, regional (Asia), and the global context are highly preferred.

Language: Fluency (level C) in English language and the duty station's language, if different. Knowledge of local languages (Maguindanao, Hiligaynon) is an advantage.
