Engineering Lead, Utility (Electrification & Plant Asset Management)

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. The Electrification and Plant department within the Engineering and Safety Division is seeking an Engineering Lead - Utility to provide specialized asset management, engineering assurance, and lifecycle leadership for Electrification utility assets, Energy Management systems and interfaces associated with the GO Expansion Electrification Program and Rapid Transit infrastructure.

Reporting to the Senior Manager, Electrification, you will serve as the central technical and asset-management lead for Electrification utility assets, utility interfaces, electrical utility facilities, energy-management assets, and associated third-party utility agreements. You will support projects from planning and design through construction, commissioning, handover, operations, maintenance, rehabilitation, and renewal, helping ensure that utility assets are safe, reliable, maintainable, compliant, and ready for service.

You will work closely with Capital Project Group, Operations, Engineering, project delivery partners, utility service providers, maintainers, and other asset-class disciplines. The role will provide lifecycle assurance, develop utility-specific standards and plans, improve asset information and State of Good Repair planning, and support evidence-based investment and risk decisions across a growing Electrification utility asset portfolio.

What Will I Be Doing?

• Develop, review, maintain, and implement Electrification utility asset-management standards, policies, procedures, engineering practices, and governance frameworks.
• Provide engineering assurance and whole-lifecycle asset-management oversight for Electrification utility assets across GO Expansion and Rapid Transit programs.
• Review Electrification utility-related design packages, technical submissions, requests for information, lifecycle plans, commissioning documentation, and handover deliverables.
• Support design assurance, maintainability, operability, lifecycle-cost, reliability, and operational-readiness reviews throughout project development and delivery.
• Lead or support Electrification utility asset handover activities, site inspections, field walkdowns, commissioning reviews, and acceptance-readiness assessments.
• Develop, maintain, and update Electrification Utility Asset Management Plans, maintenance strategies, performance frameworks, long-range lifecycle plans, and State of Good Repair programs.
• Lead Electrification utility asset condition assessments, compliance audits, risk evaluations, performance reviews, and lifecycle optimization initiatives.
• Maintain and improve Electrification utility asset inventories, lifecycle records, asset information, condition data, risk information, and investment-planning inputs.
• Provide technical leadership and subject-matter expertise for Electrification utility-related operational, maintenance, rehabilitation, renewal, and capital-planning decisions.
• Support SRP and SSRP engineering-assurance processes and prepare clear technical recommendations for management and governance review.
• Coordinate with utility service providers, project partners, Operations, maintainers, and internal stakeholders to manage interfaces, agreements, dependencies, and emerging risks.
• Support CAPEX and OPEX forecasting, budget verification, investment prioritization, procurement planning, and development of tender documents and Statements of Work.
• Develop guidance and training materials that strengthen internal Electrification utility asset-management capability and promote consistent lifecycle practices.
• Monitor failures, defects, maintenance outcomes, and operational feedback to support reliability improvement, corrective actions, and future lifecycle decisions.

What Skills and Qualifications Do I Need?

• A degree in Electrical Engineering, Power Systems Engineering, or a related engineering discipline, or a combination of education, training and experience deemed equivalent.
• Demonstrates progressively responsible experience in utility engineering, rail and transit networks electrification, power systems, asset management, railway or transit engineering, or a related infrastructure environment.
• Demonstrates progressive experience in P3 Project planning and/or delivery, testing and commissioning, handover, operations, and maintenance of railway transit systems, or related engineering disciplines or a combination of planning, design, build, operations, and maintenance of comparable delivery of transit systems.
• A Professional Engineer license in good standing with Professional Engineers Ontario.
• Demonstrated knowledge of utility systems, utility interfaces, power-supply infrastructure, engineering assurance, asset lifecycle management, and operational-readiness requirements.
• Experience developing or reviewing technical standards, procedures, maintenance strategies, Asset Management Plans, lifecycle plans, or State of Good Repair programs.
• Ability to interpret design packages, technical submissions, commissioning records, asset information, risk assessments, maintenance evidence, and contractual requirements.
• Experience working with utility providers, project-delivery teams, operators, maintainers, consultants, contractors, and multidisciplinary stakeholders.
• Proficiency in lifecycle-cost modelling, asset condition assessment, risk-based prioritization, capital planning, and maintenance planning.
• Experience with procurement support, tender documents, Statements of Work, consultant or vendor management, budget forecasting, and contract deliverables.
• Strong written and verbal communication skills, including the ability to translate complex technical evidence into concise recommendations for technical and executive audiences.
• Asset Management or Project Management Professional designation is considered an asset.
• Knowledge of Canadian electrical, utility, railway, transit, safety, and asset-management requirements is considered an asset.
• Position might be required to be available outside of regular office hours as needed by projects’ delivery deadlines.
• Is trained and skilled in the subject matter theory and application and is suitably experienced in asset system readiness discipline and can lead and develop others
• A valid “G” Ontario driver’s license is required. The successful candidate must provide a valid Ontario “G” driver’s licence or an equivalent Canadian driver licence abstract (within the last 3 Years).
