Loss Prevention & Compliance Section Head

Responsibilities and duties:
Independent Verification & Control:

• Serve as an independent function that verifies compliance is real, sitting outside the operational reporting line — this role checks the work, it does not do the work being checked.
• Independently confirm that investigation findings, assessment scores, and audit results reflect real conditions, not just what is self-reported.
• Close the loop on corrective actions by tracking whether they actually reduced repeat risk, rather than assuming closure means resolution.

Investigation & Corrective Action Oversight:

• Track investigation submission and closure rates across the Port & Terminal business, escalating gaps to the P&T QHSE Head.
• Verify the accuracy and completeness of incident, hazard, and near-miss data entered into QHSE systems.
• Follow up on corrective actions arising from investigations, audits, and inspections to confirm effective closure and prevent recurrence.

Audit & Assessment Governance:

• Broaden internal audit scope beyond ISO minimums to test real operational effectiveness and surface improvement opportunities, not just certify against a checklist.
• Lead and coordinate internal audit programs across Quality, Health, Safety, and Environmental management systems, and represent the organization in accreditation and certification audits.
• Validate assessment program integrity, ensuring compliance scores reflect actual risk levels rather than administrative completion.

Engineering Controls & Technology Compliance:

• Own In-Vehicle Monitoring System (IVMS) deployment and compliance monitoring across the vehicle fleet.
• Support the rollout of engineering controls — proximity sensors, interlocks, and guarding reviews — across high-risk equipment including quay cranes, RTGs, forklifts, and empty container handlers.
• Monitor and report on engineering-control effectiveness to the P&T QHSE Head.

Leading Indicator & Loss Prevention Programs:

• Own and drive hazard and near-miss reporting engagement across the business.
• Monitor and improve Stop Work Authority usage rates, ensuring reported hazards are escalated appropriately.
• Lead loss prevention initiatives that identify and mitigate risk before incidents occur, fostering a non-punitive reporting culture.

Qualifications and Certificates:

Educational degree is a must (Science – Engineering – Agriculture ) or related .

• Post Graduate qualification in Safety, Quality, or Compliance
• NEBOSH Diploma in managing Health and Safety or equivalent certification.
• Lead Auditor certification
• Driving License

Experience and Knowledge:

• 8-10 years of work experience in compliance, loss prevention, quality assurance, or internal audit, with a background independently verifying operational data and driving corrective-action follow-through to closure.
• Knowledge of ISO and other International Standards related to Quality, Environment and Occupational Health & Safety

Skills and Abilities:

• Proficient in Microsoft Office applications, including Outlook, PowerPoint, Word, and Excel.
• Demonstrates strong planning, analytical, and organizational skills.
• Exhibits excellent communication skills in both English and Arabic.
• Possesses a high command of English, both in oral and written forms.
