Maintenance Engineering & Facility Manager

Responsible for leading the Maintenance Engineering and Facility functions to ensure safe, compliant, reliable and cost-effective operation of production equipment, utilities and site infrastructure. The role builds preventive and predictive maintenance capability, drives equipment and facility improvement, supports NPI and capacity expansion, and safeguards business continuity while achieving safety, quality, delivery, cost and sustainability objectives.

Responsibility

Main Task

• Lead, coach and develop the Maintenance Engineering and Facility teams; define roles, competency requirements, certification, training plans, succession coverage and ways of working to build a high-performing and service-oriented organization.
• Set departmental objectives and KPIs aligned with factory priorities; establish annual maintenance, facility and resource plans, review performance regularly, and implement corrective actions when targets are at risk.
• Own the equipment maintenance system, including asset hierarchy, criticality classification, preventive and predictive maintenance, inspection, calibration coordination, spare-parts strategy, breakdown response, maintenance records and equipment lifecycle management.
• Ensure rapid response to equipment breakdowns and recurring failures. Lead structured troubleshooting, root-cause analysis, corrective and preventive actions, and effectiveness verification to reduce downtime and improve equipment reliability and OEE.
• Ensure safe, stable and compliant operation of building systems and utilities, including electrical distribution, HVAC, compressed air, water, drainage, fire-protection interfaces and other production-supporting infrastructure within the assigned scope.
• Establish and maintain facility inspection, preventive maintenance and emergency-response plans; manage utility capacity, consumption, alarms and contingency arrangements to safeguard production continuity.
• Lead Maintenance Engineering and Facility activities for NPI, new-line installation, capacity expansion and site-modification projects, including utility assessment, equipment installation, commissioning, qualification support, acceptance, documentation and handover.
• Partner with Production, PE, Quality, EHS, IT, Supply Chain, Procurement, Finance, project teams and global engineering functions to ensure equipment and facility readiness, clear ownership, risk management and milestone delivery.
• Drive continuous improvement in safety, reliability, OEE, MTBF, MTTR, maintenance cost, spare-parts availability, energy efficiency and service quality using TPM, Lean, condition monitoring and structured problem-solving methods.
• Develop and maintain maintenance standards, facility procedures, emergency plans, technical specifications, drawings, asset records, work instructions and knowledge-management practices. Ensure changes are evaluated, approved, implemented and sustained through effective change control.
• Prepare and manage the departmental budget, maintenance and facility OPEX/CAPEX plan. Lead technical evaluation, supplier selection support, contract and service-performance management, acceptance and lifecycle planning for equipment, utilities and facility systems.
• Ensure compliance with EHS, information security, applicable quality-system requirements, legal and statutory obligations, and company policies. Manage contractor safety, permit-to-work controls, energy isolation and technical risks within the assigned scope.
• Perform other duties and tasks as assigned by the supervisor.

Position Authorization

• Manage departmental resources, maintenance priorities, service suppliers and budget within delegated authority.
• Provide technical approval or readiness recommendations for equipment and facility acceptance, maintenance release, utility changes, contractor work and project handover within delegated authority.

Key Performance Indicator

• Department EHS performance; contractor safety; statutory and compliance completion
• Equipment reliability: OEE, uptime, MTBF, MTTR, repeat failures and preventive-maintenance completion
• Facility performance: utility availability, emergency response, energy consumption and service quality
• Cost and project performance: maintenance OPEX/CAPEX, spare-parts control, project milestones and acceptance readiness

Qualification

Education

Bachelor degree or above.

Major

Mechanical, Electrical, Automation, Facility Engineering or related discipline

Work Experience

Minimum 8 years of relevant experience in equipment maintenance, manufacturing engineering, facility engineering or plant engineering, including at least 3 years in a team-management role. Experience in high-volume electronics, precision manufacturing, optics, medical devices or a comparable regulated manufacturing environment is preferred. Hands-on experience in equipment maintenance systems, utilities, facility projects, contractor management and production-support operations is required.

Knowledge And Skill

Strong knowledge of preventive and predictive maintenance, TPM, equipment troubleshooting, reliability improvement, spare-parts management, MMS/ERP maintenance processes, electrical and mechanical systems, HVAC and utilities, facility project management, contractor safety, energy management and structured problem solving such as RACA and 5-Why. Familiarity with equipment qualification, change control and applicable EHS or statutory requirements is preferred.

Special Requirement
