PRIMARY JOB RESPONSIBILITIES
Working under the Direction of the Director of Facilities Services Operations, the Maintenance Manager – Facility Operations is responsible for the day-to-day provision, development, and oversight of the effective and efficient operation of Maintenance Services, which includes activities of all trades, custodial and support staff. The position ensures all legislative, regulatory and safety compliance, including TSSA, ESA, Building Codes, Fire Regulations, and related requirements. The incumbent works to establish and implement service goals/objectives, provide leadership to staff, and ensure service is provided in a safe, reliable, and professional manner.
- Oversee day-to-day communication with faculty, staff, and students to minimize any adverse impact of maintenance on teaching/research programs and activities.
- Review and optimize the functioning of mechanical, Electrical, Plumbing, Carpentry, Elevators, structural, and architectural equipment, and systems/plants with the minimum occurrence of disruptions.
- Actively maintain knowledge of changes and status of legislative and regulatory requirements, including TSSA, ESA, Building Codes, Fire Regulations, and such, to ensure continued compliance
- Lead activities to coordinate, oversee and maintain an effective planned preventative/predictive maintenance inspection to ensure a safe and compliant workplace.
- Performs the duties of a Project Manager on operationally based projects, employing Project Management skills consistent with campus requirements.
- Support the Director, Facility Services with short and long-term campus and facilities planning efforts under areas of responsibility to support the overall strategic and operational needs of the Facilities Services Operations division.
- Participate in the development of the Maintenance and Capital budget development processes
- Assist in the setting of targets and benchmarks to monitor the Maintenance plan and budget, demonstrate effectiveness and efficiency of operations, service responsiveness and accuracy.
- Oversee the day-to-day financial transactions for the Maintenance Services, including staff timesheets and purchasing of supplies/equipment for regular use and any special project work.
- Maintain compliance for the Maintenance department with university and legislated policies, procedures, practices, and guidelines related to environment, building code and Health & Safety by applying cursory knowledge of legislation related to these areas.
- Acts as first point of contact and liaises with Human Resources and other stakeholders as appropriate regarding all human resources, health and safety, and union related matters, including but not limited to: hiring, performance/discipline, sick leaves, workers’ compensation, terminations, retirements, resignations.
ESSENTIAL QUALIFICATIONS
- A professional qualification and designation, Trades certification or relevant experience.
- Five (5) years of experience in a leadership role within a major institutional sector related to the provision of Facilities Management.
- Significant experience in managing staff within a unionized environment, along with a proven-track record of providing leadership and guidance to management teams in fostering a collegial and respectful working environment.
- Ability to interpret relevant collective agreements and resolve labour-related matters
- Strong leadership, communication, mediation, negotiation, and interpersonal skills.
- Awareness and understanding of applicable legislation (such as the Occupational Health & Safety Act, Employment Standards Act, Operating Engineers Reg, Environmental Protection Act, and Accessibility for Ontarians with Disabilities Act). Knowledge of, and ability to act on, University and City Emergency Response protocols.
- Ability to create and maintain a collegial work environment both within the department and with other departments in the University and external bodies.
- Ability to estimate costs and manage budgets.
- Ability to collect, analyze, and interpret statistics and prepare written reports, procedures, and guidelines.
- Knowledge of best practices in p Property and Asset management as well as Risk Management.
- Strong Project Management, Strategic Planning and Presentation Skills.
- Possess strong Organizational and Communications skills.
- Demonstrate the ability to think strategically to review, enhance, maintain, and lead the day-to-day operations of Facilities, while supporting the University’s Goals and Objectives.
