Deputy Director (SRD Plant)

About The Role
This position is being recruited by Pakistan Single Window (PSW) on behalf of the National Agri-Trade and Food Safety Authority (NAFSA). NAFSA is being established as a strategic national initiative to strengthen Pakistan’s agri-trade ecosystem through enhanced regulatory oversight, facilitation, and modernization of food safety and trade processes. The selected candidate will be part of NAFSA’s foundational team, contributing to the development of systems, processes, and institutional capabilities.
Responsibilities
- Formulate and update national phytosanitary policy governing import, export, and domestic movement of plants, plant products, and regulated articles.
- Develop and review phytosanitary regulations, including import conditions, export requirements, and pest-specific measures.
- Develop and maintain national lists of regulated pests and associated control measures.
- Adopt, interpret, and apply International Standards for Phytosanitary Measures (ISPMs) and other relevant international guidance
- Provide scientific justification for phytosanitary restrictions, prohibitions, treatments, standards, testing and emergency measures.
- Utilize output of Risk Assessment Directorate in formulation of regulations and standards
- Support Federal Government/NAFSA in market access negotiations and phytosanitary dispute resolution through technical inputs.
- Design training modules and guidance materials in SPS measures, plant health regulations, plant quarantine, and international trade standards.
- Coordinate with OW, MAIC and provincial departments to ensure regulatory measures, standards and guidelines are implementable and aligned with operational realities.
- Maintain regulatory documentation, stakeholder consultations, and version controlled issuance of plant-related SPS instruments.
- Perform any other responsibilities assigned by the reporting officer in support of NAFSA’s mandate.
Requirements
Education
- Master’s / MPhil (minimum eighteen years of education) in Agriculture with specialisation in Entomology, Plant Protection, Plant Pathology, Weed Science, or related field.
Experience
- Minimum 8 years of relevant experience in plant quarantine/plant protection regulation, SPS policy, or standards development.
- Working knowledge of IPPC and ISPMs, and experience drafting/import-export conditions and phytosanitary measures.
- Strong technical drafting and analytical skills
- Ability to coordinate with provincial and operational stakeholders.
- Research publications in HEC-recognised journals (preferred).
