The Human Resources and Risk Management Business Systems Analyst plays a key role in supporting the department’s Human Resources Information System (HRIS), through the Workday Enterprise Resource Planning platform , and other digital solutions. This position provides advanced technical expertise, manages complex projects, and ensures the integrity, reliability, and effective performance of HRIS and Workday systems. As the primary technical liaison for the Human Resources and Risk Management Department, this role is responsible for collaborating with section team members as needed to design, configure, optimize, and improve system functionality; developing and maintaining reporting tools and dashboards; coordinating system testing, upgrades, integrations, and documentation; and delivering training to help system users successfully adopt new Workday features, enhancements, and evolving business processes. The Purchasing Business Systems Analyst plays an important role in supporting the department’s purchasing systems, including the Workday Enterprise Resource Planning platform and other digital tools. This position provides technical support, manages projects, and helps ensure purchasing systems and processes are accurate, reliable, and working effectively. The Business Systems Analyst works closely with Purchasing staff, County departments, internal teams, and vendors to improve system functionality, develop reports, coordinate system updates and testing, maintain documentation, and provide training and support to users as purchasing systems and processes evolve. The St. Johns County Purchasing Department is responsible for management and facilitation of procurement and contracting for goods, services, and construction. Purchasing manages the procurement and contracting function in accordance with SJC Policy and procedures, Florida Statutes, and all other applicable rules, laws, codes, ordinances, and regulations.

ESSENTIAL RESPONSIBILITIES

  • Serves as the department technical lead, providing report writing, system audits, process change recommendations, system modifications, data quality, and system support maintenance.
  • Lead system updates and upgrades, working with internal teams, departments, and vendors to test changes to ensure systems and processes are working as designed.
  • Partners with stakeholders to understand business needs and designs suitable system configurations to meet those needs.

  • Independently manage complex projects and initiatives from scoping to deployment.
  • Responds to information requests in line with department procedures.
  • Supports reporting capabilities. Design and develop ad hoc custom reports, adapting to business needs as required.
  • Effectively communicates system and process changes across the organization.
  • Maintains proper change management documentation to meet the company’s standards and audit requirements.
  • Reviews the effectiveness and performance of system configurations and reports and makes recommendations for improvement.
  • Designs test plans and participates in system testing.
  • Provide training and support to end-users, ensuring a smooth transition to new features and continuous optimization of system processes. Create and maintain end-user and internal training materials and SOPs.
  • Maintains a full-time presence on the job.
  • Performs other duties as assigned.

ESSENTIAL REQUIREMENTS

  • Bachelor’s degree in business administration, Information technology, or a related field. And three (3) years of experience in IT, data analysis, business process mapping, or a related field; or
  • Associates degree and five (5) years of experience in IT, data analysis, business process mapping or a related field; or
  • High School diploma or equivalent and seven (7) years of experience in IT, data analysis, business process mapping, or a related field.
  • Must possess and maintain a valid Florida driver’s license and any other endorsements necessary to legally operate vehicles used while assigned to this position.
  • Must possess good interpersonal and communication skills to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Proficient with Microsoft Office.

ESSENTIAL SKILLS

  • Knowledge of business information systems. ERP/Workday design, structure, functions, and processes.
  • Knowledge of information systems and technology principles, practices, techniques, and methods.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in IT application projects and concurrent initiatives with experience in AGILE methodology.
  • Skill in the preparation of clear and precise administrative reports, particularly user tutorials, guides, and other training materials.
  • Familiarity with data integration/conversion tools and practices, as well as a solid understanding of finance and accounting processes.
  • Skill in effective organization and time management, ability to multi-task and work independently.
  • Skill in commitment to maintaining data integrity, security, and compliance.
  • Skill in excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and stakeholders.
  • Skill in the analysis of problems and the development and implementation of solutions.

ENVIRONMENTAL DEMANDS

  • Working Conditions may include some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.), extreme noises, odors, heights and/or dust.
  • Physical Activity may include sitting, walking, lifting heavy objects up to 25lbs, kneeling, crouching, reaching, or standing.
