About The Role

The 988 team were seeking for a full time, permanent. Program Manager.

On November 30, 2023, 9-8-8 was launched in Canada as a new national three-digit number for suicide prevention and emotional distress. In 2022, CAMH was announced as the lead for the coordination and administration of 9-8-8, and has acted in this capacity to lead and coordinate the implementation of 9-8-8 and manage the operations and post-launch activities.

9-8-8 is available 24/7/365, in English and French, and accessible to everyone from coast to coast to coast. CAMH is working closely with the federal government and key partners from different groups and communities, provinces, territories, to deliver this high quality, evidence-based, equitable suicide prevention service to Canada.

9-8-8: Suicide Crisis Helpline is seeking a full-time, permanent Program Manager of the 9-8-8 Training and Education Program reporting to the Director, 9-8-8 Partnerships and Strategy, with dotted line reporting to the Director, Learning & Integration. This role will oversee adherence to all 9-8-8 Training and Education deliverables within time, scope and budget, including oversight of human resources and collaboration with other team members at CAMH. The role will form essential relationships with a range of interest holders including but not limited to cross-departmental education and training team members, training audiences (e.g. 9-8-8 responders and supervisors), the 9-8-8 communications and marketing team, the 9-8-8 quality assurance team, and people with lived experience. Through strong change management and relationship management skills, the Program Manager will support and oversee uptake of the products produced by the training and education program. The role will ensure that the deliverables are of high standard, and that the program operates effectively and efficiently with the ultimate goal of delivering a high quality, evidence based 9-8-8 service that supports people across Canada reaching out for support.

General program management responsibilities

  • Act as a lead and main contact for the 9-8-8 Training and Education program
  • Provide leadership and administrative oversight for the Training and Education components of 9-8-8
  • Oversee adherence to funder deliverables in the 9-8-8 Training and Education program and oversee program operations and budget
  • Maintain close collaboration and relationships with internal interest holders including the 9-8-8 quality assurance team, advance practice clinical leaders, partnerships and strategy team, communications and marketing team and the 9-8-8 research and evaluation team to ensure education and training is evidence-based and aligned with the needs of the 9-8-8 network.
  • Maintain close collaboration and relationships with external interest holders including complex networks of organizations across Canada
  • Understand the needs and priorities of 9-8-8 Training and Education program, including remaining informed and up to date on the needs of the responders, supervisors, and the broader 9-8-8 service
  • Provide regular reporting on 9-8-8 Training and Education to CAMH leadership and within funder reporting processes
  • Represent the 9-8-8 Training and Education program at various internal and national tables and committees, and provide leadership to 9-8-8 Training and Education tables and committees
  • Respond swiftly to emerging issues to minimize disruption to program delivery.
  • Conduct risk assessments to anticipate potential challenges and identify mitigation strategies.
  • Identify opportunities for process improvement and streamline workflows.
  • Collaborate with leadership to align risk responses with strategic objectives.
  • Ensure evaluation activities are embedded in the Program and are regularly reviewed to support quality assurance and continuous improvement of the program, and contribute as a lead voice in the 9-8-8 Learning Health System.
  • Lead the end-to-end education cycle from needs assessment, to training development, through to evaluation and quality improvement cycles.
  • Align education content development and delivery with established standards of best practice
  • Align education and training with the education principles and processes within CAMH Education.
  • Develop briefing notes, presentations, and other ad hoc materials as required, often with quick turn2.8 around time

Human Resource Planning & Management and Resource Allocation

  • Provide oversight to the 9-8-8 Education and Training program and staff, maintaining close collaboration with CAMH Education department and team members.
  • Act as a lead contact for program area reporting to the Director of 9-8-8 Partnerships and
  • Strategy.
  • Oversee recruitment, onboarding, staff development, staff workload, performance, and day-to-day responsibilities in collaboration with Education Leadership
  • Assess staffing and material needs, ensuring resources are allocated efficiently and aligned with program goals.
  • Define roles and ensure compliance with HR policies and collective agreements.
  • Foster a positive workplace culture that supports teamwork and diversity.
  • Provide performance feedback and coaching to program staff.
  • Assess staffing and resource needs to align with program goals.
  • Prepare programmatic reports for funders and leadership, adhering to diverse reporting requirements.
  • Providing oversight to network adherence to Training and Education requirements as outlined in relevant agreements and contracts
  • Relevant bachelor’s degree (e.g. health, health administration, education and training, social work) with a Master’s degree preferred
  • At least 5 years progressive leadership experience in the relevant program, or experience in the field of mental health and addiction required.
  • 1–3 years of project and/or people management experience is an asset
  • Experience managing staff in a unionized environment is an asset
  • Experience with quality improvement initiatives
  • Familiarity with the mental health and healthcare sector across Canada, with knowledge and experience with crisis lines and/or suicide prevention as an asset.
  • Demonstrated efforts to develop leadership competencies
  • Strong relationship management and interest holder relationship skills and experience.
  • Ability to engage feedback and incorporate it into intricate strategic initiatives and decisions.
  • Strong communication skills, and the ability to facilitate complex conversations.
  • Proven analytical, organizational, conceptual, and decision making skills reflecting sound judgement

Experience in a training and education program an asset, including

Experience integrating equity and inclusion principles into education and training programs design and delivery

Ability to interpret research and evaluation findings and incorporate into training and education in a practical way

Knowledge of LMS (learning management systems) an asset

Strong knowledge translation skills

Ability to remain effective in a dynamic fast paced environment while monitoring personal and team-level deliverables.

Proven excellent written and verbal communication skills

Experience working within regulatory guidelines

Demonstrated well-honed time management skills with the ability to efficiently multi-task and produce high-quality, accurate work while meeting deadlines, maintaining flexibility to changing priorities and remaining solution-focused

Demonstrated detail-oriented with demonstrated ability to exercise initiative and good judgment and effectively work independently

Bilingualism (French/English) and/or proficiency in a second language are an asset.

Work Environment & Expectations

  • Hybrid work environment – office and remote, with up to 3 days in office mandatory (subject to change)
  • Standard office environment with extended periods of sitting and computer use.
  • High levels of mental concentration for decision-making and problem-solving.
  • Frequent interest holder meetings and engagement in complex discussions.
  • Occasional evening and weekend work may be required.

Executive Compensation & Benefits

  • Salary is competitive and based on experience, with a hiring range of $134,885.60 – $168,607.00 per year. (based on leadership experience, qualifications, and organizational needs)
  • Full Salary Range: $134,885.60 – $202,328.40 per year (reflecting progressive growth and leadership tenure within the organization)
