About The Role

A. ACCOUNTABILITIES

  • Accountable for corporate On-Time Performance (OTP).
  • Accountable to the Director of Flight Operations (DFO) for network-wide flight control, including the dispatch and control of all jet flights, regional turboprops, and specialized remote STOL missions.

B. RESPONSIBILITIES

  • Responsible to the DFO for the management, execution, and irregularity control of a diverse fleet spanning jets and turboprops.
  • Responsible for the overall safety, security, and operational plans for domestic, international, and Rural Air Services (RAS) operations to the highest possible degree.
  • Responsible to the DFO for the safe, secure, and regulatory-compliant execution of flight operations control.
  • Dual-Network Operations Control: Manage daily operations for standard domestic, international, and high-frequency RAS turboprop routes.
  • Irregularity & OTP Safeguards: Control network disruptions to meet corporate On-Time Performance (OTP) targets, minimizing cascading delays between jet and turboprop connections.
  • Cross-Functional Disruption Planning: Partner with Commercial, Engineering, and Station Heads to deploy cost-effective service recovery plans during main-base or remote line station disruptions.
  • RAS Infrastructure Supervision: Coordinate with relevant authorities to monitor infrastructure reliability, fuel availability, and changing weather/runway conditions at remote STOL ports.
  • Fleet Technical Compliance: Oversee rural, domestic, and international operational dispatch specifications.
  • Flight Navigation Support: Supervise navigation, route information, and specialized EDTO flight planning for jet operations.
  • Policy & Business Development: Provide division guidance on technical policies, review cost-effective flight support options, and draft annual OCC budgets for management approval.
  • Staff Management & Competency: Manage OCC staff career tracking, ensuring dispatchers maintain separate, specialized competencies required for turboprop, jet, and complex RAS environments.
  • OCC Training Programs: Establish comprehensive training programs covering modern airline technologies (FANS/CPDLC) alongside manual flight dispatch routing methods.
  • Safety & Regulatory Audits: Ensure the Safety Management System (SMS) is strictly active in the OCC and drive the closure of audit findings to comply with CAAM, CAR 2016, and international aviation safety standards.
  • Qualified Dispatcher Allocation: Ensure a continuous pool of qualified Flight Dispatchers in full compliance with Civil Aviation Regulations (CAR 2016).

C. AUTHORITY

  • Operational Directives: Authorized to decide and execute actions necessary to preserve safety, security, and service quality across all AirBorneo routes.
  • Regulatory & Government Liaison: Authorized to liaise with the Civil Aviation Authority of Malaysia (CAAM), airport authorities, and transport ministries regarding flight control, dispatch, and PSO/RAS operational mandates.

D. DELEGATION OF DUTIES

  • Administrative & Operational Alternate: Manager, Crewing or Manager, Dispatch act as the official administrative and operational alternate for the Head, OCC.
  • Regulatory Delegation: Nominated Post Holder (NPH) responsibilities delegate directly to the Director of Flight Operations (DFO) in the Head, OCC's absence.

E. MINIMUM QUALIFICATIONS

  • Education: Degree / Diploma / SPM / FOM 1 & 2.
  • Licensing: Valid Flight Operations Officer (FOO) / Flight Dispatcher (FD) License issued by CAAM.
  • Industry Knowledge: Comprehensive knowledge of standard airline networks and specialized Public Service Obligation (PSO) frameworks.
  • Technical Systems: High proficiency in EDTO regulations, FANS (Future Air Navigation System), global data-link tracking, and aircraft performance tracking.
  • Safety Management: Thorough knowledge of aviation SMS systems and AirBorneo's Operations Manuals (OM).
  • Experience & Profile:
  • Ex-nominated Post Holder from a Malaysian AOC (highly preferred).
  • Minimum of 5 years of experience in OCC and Flight Dispatch management roles.
  • Minimum of 5 years of experience as an active Flight Dispatcher, with proven experience coordinating mixed fleets.
  • Active or previous HRDF Train the Trainer certification.
