About The Role
A. ACCOUNTABILITIES
- The Manager, Fleet Planning & Strategy is responsible for supporting the development and implementation of AirBorneo Airways' fleet strategy, capacity requirements and aircraft deployment plans in alignment with the airline's business plan, network strategy and operational requirements.
- The role will provide analytical, commercial and strategic support across fleet planning, aircraft acquisition and leasing evaluation, fleet economics, aircraft utilisation, capacity forecasting and fleet optimisation.
- As part of a startup jet operations airline, the role will be highly hands-on and will contribute to establishing the fleet planning models, processes, databases and analytical frameworks required to support AirBorneo Airways' launch and future growth.
- B. RESPONSIBILITIES
- A. Fleet Planning & Strategy
- Support the development and maintenance of AirBorneo Airways' short-, medium- and long-term fleet plan.
- Analyse fleet requirements based on:
- Network development plans
- Route demand
- Passenger forecasts
- Schedule requirements
- Aircraft utilisation
- Seasonality
- Airport constraints
- Operational requirements
- Develop fleet requirement scenarios to support different growth assumptions.
- Monitor fleet supply and demand to identify future aircraft requirements.
- Conduct regular reviews of fleet assumptions and recommend adjustments where required.
- Support the Head of Fleet Planning & Strategy in preparing strategic fleet recommendations for management.
B. Capacity & Aircraft Deployment Planning
- Translate network and schedule requirements into aircraft and capacity requirements.
- Develop aircraft deployment plans by route and schedule.
- Analyse aircraft utilisation and identify opportunities to improve productivity.
- Support the development of aircraft rotations and fleet assignment plans.
- Assess the impact of schedule changes, route launches and frequency increases on fleet requirements.
- Work closely with Network Planning and Operations to ensure fleet availability supports the planned schedule.
- Identify potential fleet constraints and recommend mitigation measures.
C. Fleet Economics & Financial Analysis
- Develop and maintain aircraft and fleet economic models.
- Analyse aircraft economics including:
- Lease cost
- Aircraft ownership cost
- Fuel burn
- Maintenance cost
- Crew-related cost
- Airport and operational costs
- Aircraft utilisation
- Revenue contribution
- Conduct aircraft type comparisons and fleet economics assessments.
- Prepare financial analysis to support aircraft acquisition and leasing decisions.
- Perform sensitivity analysis on key assumptions such as fuel price, utilisation, lease rates, passenger demand and aircraft availability.
- Support preparation of fleet-related inputs for the airline's annual budget and long-term business plan.
D. Aircraft Acquisition & Leasing Support
- Support the Head of Fleet Planning & Strategy in evaluating aircraft acquisition and leasing opportunities.
- Conduct preliminary analysis of aircraft proposals received from:
- Aircraft manufacturers
- Aircraft lessors
- Aircraft owners
- Aircraft brokers
- Prepare aircraft comparison models covering technical, operational and financial parameters.
- Analyse lease proposals and aircraft commercial terms.
- Support due diligence activities relating to aircraft acquisition or leasing.
- Maintain a database of aircraft availability, market pricing, lease rates and relevant market information.
- Prepare supporting analysis for aircraft acquisition and leasing business cases.
E. Startup Fleet Introduction & Induction
- Support development of the aircraft delivery and induction plan for AirBorneo Airways' initial fleet.
- Track aircraft delivery milestones and identify potential delays or risks.
- Coordinate with CAMO, Engineering, Flight Operations and other relevant departments on fleet induction requirements.
- Maintain an integrated fleet induction schedule covering:
- Aircraft delivery
- Registration
- Certification
- Maintenance
- Cabin configuration
- Crew training
- Operational readiness
- Entry into service
- Support preparation of aircraft acceptance and entry-into-service documentation.
- Monitor aircraft readiness against planned route launch dates.
F. Fleet Performance & Utilisation
- Monitor fleet performance against approved fleet plans.
- Develop regular reports on:
- Aircraft utilisation
- Aircraft availability
- Fleet capacity
- Aircraft deployment
- Fleet growth
- Fleet costs
- Identify under-utilised aircraft and opportunities for improved deployment.
- Analyse operational and commercial factors affecting fleet productivity.
- Provide recommendations to improve aircraft utilisation and fleet efficiency.
G. Data Analysis & Forecasting
- Develop and maintain fleet planning databases and forecasting models.
- Analyse historical and forecast passenger demand to determine fleet requirements.
- Produce aircraft requirement forecasts under different growth scenarios.
- Conduct route-level and fleet-level capacity analysis.
- Maintain accurate fleet data covering:
- Aircraft type
- Aircraft configuration
- Seating capacity
- Delivery dates
- Lease terms
- Aircraft utilisation
- Maintenance requirements
- Retirement / lease-return dates
- Ensure fleet planning information is accurate, current and readily available for management decision-making.
H. Market & Industry Intelligence
- Monitor developments in the aircraft leasing and aviation markets.
- Track aircraft values, lease rates and availability.
- Monitor developments relating to aircraft manufacturers and new aircraft technologies.
- Benchmark AirBorneo Airways' fleet economics against relevant airlines.
- Monitor competitor fleet developments and capacity changes.
- Provide regular market intelligence to support fleet strategy decisions.
I. Management Reporting
- Prepare regular fleet planning reports and dashboards for the Head of Fleet Planning & Strategy.
- Prepare analytical materials and presentations for senior management.
- Support preparation of Board / management papers relating to fleet matters.
- Provide timely analysis and recommendations on fleet-related issues.
- Ensure all assumptions, calculations and supporting data used in management papers are accurate and properly documented.
J. Cross-Functional Coordination
- Work closely with:

- Flight Operations
- Safety
- Ground Operations
- Procurement
- Legal & Compliance
- To ensure fleet decisions are aligned with the airline's commercial, operational, technical and financial requirements.
C. DUTIES & FUNCTION
- The Manager, Fleet Planning & Strategy will be responsible for delivering:
- Accurate short-, medium- and long-term fleet requirement forecasts.
- Aircraft deployment and utilisation plans.
- Fleet economic and aircraft comparison models.
- Aircraft acquisition and leasing analysis.
- Fleet capacity analysis supporting network development.
- Initial aircraft induction and delivery tracking.
- Fleet performance and utilisation reporting.
- Fleet market intelligence and benchmarking.
- Fleet-related inputs for budgets and business plans.
- Reliable data and analytical tools supporting management decisions.
- Effective fleet planning processes and systems for a growing startup airline.
D. MINIMUM QUALIFICATIONS
- Bachelor's Degree in Aviation, Aeronautical Engineering, Economics, Finance, Business Administration, Transport Management or a related discipline.
- Professional qualifications in aviation, finance or business analytics would be an advantage.
- Minimum 5–8 years of relevant experience in:
- Airline fleet planning
- Network planning
- Airline strategy
- Aviation economics
- Aircraft leasing
- Aircraft acquisition
- Airline commercial planning
- Aviation consultancy
- Experience in a startup airline, airline launch, fleet expansion or airline transformation project would be highly advantageous.
- Experience in aircraft economics, fleet modelling or airline financial modelling is preferred.
- Exposure to aircraft leasing and aircraft manufacturers would be an advantage.
