About The Role

A. ACCOUNTABILITIES

  • Responsible directly to the Chief Executive Officer (CEO) / Accountable Manager for the administrative function of flight operations.
  • Accountable for ensuring safety, security, efficiency, and strict regulatory compliance across all flight operations in AirBorneo.
  • Ensure total compliance with Air Operator's Certificate (AOC) requirements, statutory orders, CAAM regulations, and the Operations Manual Part A (OMA).

B. RESPONSIBILITIES

  • Advise the CEO on flight operations matters for turboprop and jet fleets.
  • Attend executive management council meetings and represent the department on committees involving operational commitments.
  • Formulate operational policies for safe aircraft utilization & flight deck security.
  • Collaborate with Human Capital on workforce planning, succession planning, and the recruitment, training, and utilization of flight crews and non-flying support staff.
  • Oversee staff well-being, morale, and crew discipline across all flight operations bases.
  • Rural Air Services (RAS) Management: Direct safety, flight standards, and dispatch operations for STOLports, unpaved runways, and regional turboprop bases under the Public Service Obligation (PSO) framework.
  • Commercial Operations Management: Direct operational readiness, flight standards, line operations, and dispatch procedures for routes across domestic hubs and international corridors.
  • Stakeholder Liaison: Act as primary liaison with CAAM, international regulatory bodies, aircraft manufacturers, suppliers, and other airlines.
  • Inter-Departmental Collaboration: Coordinate with company departments, hubs, and remote line stations to maintain safety standards, punctuality, passenger comfort, and cost efficiency.
  • Financial Oversight: Supervise the preparation of annual expenditure, operating, and manpower budgets; maintain strict cost controls to optimize department performance.
  • Documentation Management: Monitor, publish, and disseminate amendments to Flight Operations Manuals, directives, circulars, and operational memos to flight crews and support staff.

C. AUTHORITY

  • Holds total authority for the overall management, administration, and supervision of all flight operation activities and the Flight Operations Department.
  • Authorized to undertake all necessary actions to guarantee the safety and security of flight operations under AirBorneo's AOC.
  • Holds final decision-making authority for personnel appointments, promotions, demotions, dismissals, and the convening of formal inquiries for accidents, incidents, operational irregularities, or policy violations.

D. DELEGATION OF DUTIES

  • The Chief Pilot Operations serves as the designated alternate for the Director of Flight Operations.
  • In the absence of the Director of Flight Operations, the Chief Pilot Operations assumes full duties, responsibilities, and authority of the role.

E. MINIMUM QUALIFICATIONS

  • Hold or have held an Airline Transport Pilot Licence (ATPL) with Pilot-in-Command (PIC / Captain) status, unless alternative qualifications constitute the required competency rendering the candidate acceptable to the CEO/Board of Directors and CAAM.
  • Minimum 5 years of management experience, with at least 2 years within the aeronautical industry.
  • Approved by the Civil Aviation Authority of Malaysia (CAAM) as a Nominated Post Holder (NPH).
  • Demonstrated supervisory or managerial experience in a similar or related aviation position/field.
